On motion by Mr. <br /> Van Yahres, seconded by Mr. Fi~e-the~Black and Veatch report <br /> was unanimously approved. <br /> <br /> The request to close Duke Street between East High Street <br /> and Caroline Avenue was considered. One person addressed <br /> the Council on behalf of the petitioner and Mr. Rick Richmond <br /> addressed the Council on behalf of the property owners in the <br /> area in opposition to the request. On motion by Mr. Gilliam, <br /> seconded by Mr. Van Yahres the request to close Duke Street was <br /> denied. <br /> <br /> A communicanion was presented from the Planning Commission <br />recommending that the southern section of the property located <br />at the corner of Avon Street and Palatine Avenue be granted. <br />After some discussion, a motion by Mr. Van Yahres, seconded <br />by Mr. Gilliam that the request for rezoning be denied, was <br />adopted by the following vote. Ayes: Mr. Fife, Mr. Gilliam <br />Mrs. Rinehart and Mr. Van Yahres. Noes: None. (Mr. Barbour, <br />abstained since~.he was not present at the public hearing) <br /> <br /> On motion by Mrs. Rinehart, seconded by Mr. Van Yahres <br /> <br />the Council voted to go into executive session to discuss <br />a legal matter and personnel, by the following recorded vote. <br />Ayes: Mr. Barbour, Mr. Fife, Mr. Gilliam, Mrs. Rinehart and <br />Mr. Van Yahres.
