4'0 <br /> <br />PUBLIC HEARING RE: <br />ORDINANCE <br /> <br />ZONING <br /> <br />following people addressed the Council: <br /> <br /> Mr. Max Evans, concerning the Koch Property located at <br />Route 250 By-Pass, Brandywine Drive and Hydraulic Road. He <br />stated that it was proposed that this land be zoned R-2, but <br />requests that R-3 zoning be considered. <br /> <br /> Mr. William C. Jackson on behalf of the Star Hill <br />NeighBorhood Association, property in that neighborhood proposed <br />for R-3 requests R-1 or R-2 zoning. <br /> <br /> Mr. Charles R. Moore, asked if the zoning is approved, <br /> <br /> is undeveloped land effected immediately. <br /> <br /> Mrs. Ruth Bristol, had several questions concerning <br />wording in various sections of the ordinance. <br /> <br /> Mrs. Julia Crampton, Barracks, Rugby, Preston <br /> Neighborhood Association, strongly endorsed proposed ordinance. <br /> <br /> Mr. A. L. Peasley, Venable Neighborhood Association, <br /> strongly endorsed the proposed ordinance and commend <br /> everyone concerned. Mr. Peasley had several questions <br /> concerning wording. <br /> <br /> Mrs. Sarah Smith, commend the Planning Commission for <br /> <br /> the ordinance, but questioned the area near Earhart Street <br /> proposed for B-3 zoning. <br /> <br /> Dr. Orville Harris, same property as Mrs. Smith. <br /> <br /> Mr. Don Marion, Chairman of the Federation of <br /> NeighbOrhood Associations, endorsed the proposed ordinance. <br /> <br /> Mrs. Terry Van Groll, North Downtown Association, <br /> <br /> endorsed the Historical District, would like it expanded. <br /> <br /> Mr. Paul Fishbane, 751 Park Street, requests the <br /> extention of the Historic District along Park Street. <br /> <br /> Mrs. Demas Craw, Civic League of Charlottesville and <br /> Albemarle endorsed the Historic Preservation District. <br /> <br /> Mrs. Sarah Smith also endorsed the Historic Preservation <br /> District. <br /> <br /> Mr. LeRoy Graves, regarding signs, parts are vague, <br /> <br /> parts are arbitrary, and parts are discriminatory. Mr. <br /> Graves was requested to point out the places in the sign <br /> ordinance which 'are vague and indefinite and make suggestions <br /> as to changes. <br /> <br /> Mrs. George Gilmer, in favor of the Historic Preservation <br /> District. <br /> <br /> Mrs. Barbara Rose for League of Women Voters regarding <br /> erosion control and suggesting public notice of site <br /> plan review. <br /> <br /> Mrs. Jane Foster, Jefferson Park Neighborhood <br /> <br /> Association endorsing proposed ordinance. <br /> <br /> Mr. Ben Bates the sign portion stated are vague, <br /> arbitrary and discriminatory. <br /> <br /> <br />
