<br /> WHEREAS, The Community Development Department of the
<br />City~,of Charlottesville has made a ~study of the physical
<br />conditions of structures, land use, environmental influences,
<br />social, cultural, and economic conditions of the areas in the
<br />City of Charlottesville, the boundaries of which are more
<br />particularly set forth in the Rehabilitation Plan, a copy of
<br />which is hereto attached, which areas are hereinafter referred
<br />to as "project area"; and
<br />
<br /> WHEREAS, said study has revealed that the project, or
<br />portion's thereof, are blighted, deteriorated, or deteriorating,
<br />and, as a result thereof, are detrimental and a menace to the
<br />safety, health, and welfare of the inhabitants and users thereof
<br />and of the community at large, because of dilapidation,
<br />obsolescence, overcrowding, faulty arrangement of design,
<br />lack of ventilation', light, and saintary facilities, excessive
<br />land coverage, deliterious land use, or obsolete lay-out,
<br />or a combination of these or other factors, and the Council of
<br />the City of Charlottesville has been apprised and is aware
<br />of said facts and conditions; and
<br />
<br /> WHEREAS, the Rehabilitation Plan prepared bY the
<br />Community Development Department provides a proper and
<br />adequate program for the conservation of the project area,
<br />or portions thereof, and the rehabilitation to project
<br />standards of buildings within the project area such
<br />rehabilitation is deemed by Charlottesville Redevelopment and
<br />Housing Authority to be feasible and consistent with the
<br />project objectives; and
<br />
<br /> WHEREAS, the Rehabilitation Plan has been approved
<br />by Charlottesville Redevelopment and Housing Authority.
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
<br />CITY OF CHARLOTTESVILLE, as follows:
<br />
<br /> 1. That it is hereby found and determined that the
<br />project area is blighted, deteriorated, or deteriorating
<br />and qualified as an eligible project area under Section
<br />36-48.1 of the Code of Virginia, as amended;
<br />
<br /> 2. That the Rehabilitation Plan aforementioned has
<br />been duly reviewed and considered and is hereby approved, and
<br />the Clerk of the Council is hereby directed to file a copy
<br />of said Blan with the minutes of this meeting.
<br />
<br />On motion by Mr. Gilliam, seconded by Mr. Fife the following
<br />
<br />resolution was unanimously adopted.
<br />
<br /> WHEREAS, the Law Partners of the University of
<br />Virginia School of Law has duly applied for a permit to
<br />conduct raffles and bingo parties in compliance with §19-36
<br />of the Code of the City of Charlottesville, 1965, as amended;
<br />and
<br />
<br /> WHEREAS, it has been determined that the Law Partners
<br />of the University of Virginia School of Law meets the
<br />qualifications as outlined in §19-36;
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the
<br />City of Charlottesville that a permit be granted to the Law
<br />Partners of the University_ ~of Virginia School of Law to
<br />conduct raffles and bingo parties in accordance with all the
<br />provisions of ~19-36 of the Code of the City of Charlottesville
<br />for a period of one year from the date of this resolution;
<br />and
<br />
<br /> BE IT FURTHER RESOLVED that the Clerk of the Council
<br />be directed to send a copy of this resolution to the Law
<br />Partners of the University of Virginia School of Law.
<br />
<br />The Monticello National Guard presented the Mayor with
<br />
<br />a National Guard Hertiage Print and pledged assistance of the
<br />
<br />Guard in any way during the Bicentennial Celebration.
<br />
<br /> Mr. Rick Collins, addressed the Council and presented a
<br />
<br />report entitled "Combined Physical and Social Planning:
<br />Accomplishments, Problems, and Future Directions for
<br />
<br />Charlottesville'.', which was prepared under the Central
<br />
<br />Piedmont Urban Observatory Program. On motion by Mrs. Rinehart,
<br />
<br />seconded by Mr. Fife the report was accepted with thanks.
