Smith <br /> <br />Discussion re: <br />Capital Improvements <br />Program '76 - '81 <br /> <br />On motion by Mrs. Rinehart, seconded by Mr. Fife the foregoing <br />resignation was accepted with many thanks for his years of <br />service. <br /> <br /> A motion by Mr. Fife, seconded by Mr. Van Yahres that <br />unanimous consent be given to consideration of any other <br />matters that may come before this meeting, was adopted by the <br />following recorded vote. Ayes: Mr. Barbour, Mr. Fife, Mr. <br />Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None. <br /> <br /> A communication was presented from Mr. Richard H. Barrick, <br />Commonwealth's Attorney, stating that Mr. John Dezio, Assistant <br />Commonwealth's Attorney had resigned effective December 1, 1975 <br />and requesting permission to employ Mr. Downing L. Smith as <br />Assistant Commonwealth's Attorney. On motion by Mrs. Rinehart, <br />seconded by Mr. Fife the appointment of Mr. Downing L. Smith as <br />Assistant Commonwealth's Attorney effective December 1, 1975, <br />was unanimously approved. <br /> <br /> The Council then discussed the proposed Capital Improvements <br /> Program for 1976 thru 1981. <br /> <br />Discussion re: <br />Library's new <br />facility <br /> <br /> Mr. Lloyd Smith, President of the Library Board addressed <br />the Council and informed the Council that the Library Board was <br />considering applying to the Farmers Home Administration for <br />a loan to construct a new Regional Library Facility. He stated <br />that in the near future the Library Board would launch a fund <br />drive to assist in the construction of the new facility. Mr. <br />Smith stated that in order to apply for the loan a letter from <br />Council is needed stating its intent to fund the City's share of <br />the construction cost. A motion by Mr. Gilliam, seconded by <br />Mrs. Rinehart that the City Manager, City Attorney, the Mayor <br />and Mr. Smith get together and draft atetter of informal intent <br />that incorporates the concerns of Council and the legal <br />restrictions on binding fut.ure Councils, was unanimously adopted. <br /> <br /> On motion by Mrs. Rinehart, seconded by Mr. Van Yahres the <br />Council voted to go into executive session to discuss personnel, <br />hy the following recorded vote. Ayes: Mr. Barbour, Mr. Fife, <br />Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None. <br /> <br /> On motion the meeting adjourned. <br /> <br /> <br />
