The following communication was presented from the <br />Director of Finance: <br /> <br />November 21, 1975 <br /> <br />The Honorable Mayor and Members of City Council <br />Charlottesville, Virginia <br /> <br />Mr. Mayor and Members of Council: <br /> <br />Communication re: <br />Resignation - J. S. <br />Rush, Jr. as <br />Director of Finance <br /> <br /> For some time it has been apparent to me that it is <br />no longer possible for one person to serve effectively as <br />both Clerk of the Council and Director of Finance. The <br />workload of the Finance Department has increased greatly <br />as the City has grown and as federal and other accounting <br />requirements have increased. At the same time Council's <br />duties have become more demanding and I believe you need <br />a Clerk who can devote more time to providing clerical and <br />administrative support. <br /> <br /> While I have been aware of the need to separate the <br />duties of these two positions, the choice of which one I <br />would prefer to keep has been very difficult. <br /> <br /> Recently we have been discussing the need for someone <br />to coordinate efforts to build a stronger economy for the <br />City. Many forward steps have been taken towards this goal <br />by both public and private action, but I feel that these <br />efforts will be more successful with stronger coordination <br />and staff support. The City Manager will make a proposal <br />to you on Monday that a Department of'Economic Development <br />be established and that I be appointed its Director. <br /> <br /> After some consideration I have concluded that the <br />opportunity for me to serve in this new capacity would <br />be more fulfilling to me personally and more compatible <br />with my continued service as your Clerk. <br /> <br /> Therefore, assuming that the City Manager's proposal <br />is accepted, I respectfully submit my resignation as <br />Director of Finance. <br /> <br /> If you see fit to accept my resignation I would like <br />it to be effective on December 31, 1975; I would be willing <br />to serve a reasonable time beyond that date until my <br />sucessor could be selected. As you know, the Director <br />of Finance has enjoyed an excellent working ( and personal) <br />relationship with the Office of the City Manager. It~Jwould <br />be my suggestion that the City Manager assist in the search <br />for a replacement to insure that the existing working <br />relationship be maintained and strengthened. <br /> <br /> The City is in a very sound financial position. We have <br />retained our triple A Credit rating for a number of years. <br />Our revenue continues to be stable and the budgetary process <br />is sound; therefore I am encouraged about the future <br />financial condition of the City. <br /> <br /> I want to express my appreciation for the privilege of <br />having served the City as Director of Finance for 22 years <br />and my gratitude to my staff, who have served with loyalty and <br />given me their continuing support. I look forward to <br />further service to the City and the challenges which we <br />will face together in the future. <br /> <br />Sincerely, <br /> <br />J. S.
