Regular meeting <br /> <br />Approval of minutes <br /> <br />Request re: Resource <br />Recovery Study Commission <br /> <br />Appointment re: <br />Personnel Appeals Board <br /> <br />Request re: School Board <br /> <br />Staff report re: <br />Rate Cases <br /> <br />Gas <br /> <br />COUNCIL CHAMBER - MONDAY, DECEMBER 8, 1975 <br /> <br /> The Council met in regular session on this date with <br /> <br /> the following members present: Mr. Barbour, Mr. Fife, }ir. <br /> <br /> Gilliam and Mrs. Rinehart. Absent: Mr. Van Yahres. <br /> <br /> The minutes of the meetings of November 17 and 24, 1975 <br /> <br /> were approved as corrected. <br /> <br /> A co~mLunication was presented from Mr. C. E. Anderson, <br /> <br /> Chairman of the Resource Recovery Study Coi-m~ission, stating <br /> that the University of Virginia has approved its share of <br /> matching funds of $20,000, which must be available in order <br /> to submit an application to EPA and requesting the City <br /> Council to commit its share. On motion by Mrs. Rinehart, <br /> seconded by Mr. Gilliam approval was given for $20,000 <br /> matching funds from the City of Charlottesville, conditioned <br /> on the commission receiving the EPA grant and the County of <br /> Albemarle making a similar commitment. <br /> <br /> On motion by Mr. Fife, Mr. Drewary Brown, was reappointed <br /> <br /> to the Personnel Appeals Board for a three year term, expiring <br /> September 1, 1978. <br /> <br /> A communication was presented from the School Board requesting <br />the Council to authorize the School Board to engage an <br />architect to prepare a preliminary design sufficient to <br />determine the feasibility and the cost estimates for <br />construction of an auxiliary gymnasium, playing fields and <br />a small structure to accomodate storage and toilet facilities. <br />Dr. William Ellena, Superintendent of Schools, addressed <br />~he Council in support of the request and stated that the <br />cost to engage an architect would range from $10,000 to <br />$12,000. He stated that these funds could be taken from the <br />surplus in the School Board Budget carried over from last <br />fiscal year. On motion by Mrs. Rinehart, seconded by Mr. <br />Fife the School Board was authorized to use up to $12,000 <br />from last years surplus for architectural fees for th~s <br />project. <br /> <br /> A report was presented from the City Attorney stating <br /> <br />that the City has been successful in past gas rate cases <br />before the Federal Power Commission and advising that a new <br />rate case has been filed which is more complex than in the <br />past and will require about $20,000 in legal fees if the City <br />is willing to fight it. He stated the funds are available <br />in the Gas Fund~which can be used for this purpose and <br />recommended that the Council authorize the expenditure of <br />up to $20,000 to fight the latest gas rate increase proposal. <br />On motion by Mr. Gilliam, seconded by Mrs. Rinehart <br />authorization was given to proceed to engage such professional <br />assistance as the City Attorney deems necessary. <br /> <br /> <br />
