Staff report re: Barracks <br />Road Walkways and transfer <br />of funds from the High <br />School Impact Study <br /> <br />Appropriation re: <br />loan to OAR <br /> <br />$5,448 <br /> <br />Appropriation re: $11,980 <br />Economic Development <br />Department <br /> <br />Report re: Community <br />Attention Home <br /> <br />Request re: Appropriation <br />$1,710 for Dental Equip. <br />Health Department <br /> <br /> A staff report was presented concerning the <br /> <br />construction of a walkway from Barracks Road to the Shopping <br />Cenner on the southern side of Barracks Road. The report <br />stated that the construction will be handled by City crews <br />and recommended that funds be taken from the unexpended balance <br />of the High School Impact Study. It stated that the total <br />cost of the project excluding labor would be $8,139 and <br />further stated that the City Staff and the Barracks Road <br />Neighborhood Association jointly recommend this project. On <br />motion by Mr. Gilliam, seconded by Mrs. Rinehart the <br />transfer of $8,139 was authorized from the unexpended balance <br />of the High School Impact Study appropriation. <br /> <br /> The resolution appropriating $5,448 for a loan to OAR, <br /> <br />which was offered at the meeting of the Council on November <br />17, 1975, was adopted by the following recorded vote. Ayes: <br />Mr. Barbour, Mr. Fife, Mr. Gilliam, and Mrs.Rinehart. Noes: <br />None. Absent: Mr. Van Yahres. <br /> <br /> The resolution appropriating $11,980 for operation of the <br />Economic Development Department for the remainder of the fiscal <br />year, whidh was offered at the meeting of the Council on <br />November 24, 1975, was adopted by the following recorded vote. <br />Ayes: Mr. Barbour, Mr. Fife, Mr. Gilliam and Mrs. Rinehart. <br />Noes: None. Absent: Mr. Van Yahres. <br /> <br /> A report was presented from the Community Development <br />Department regarding how the Community Attention Home should <br />be handled administratively. The report stated that the home <br />can be governed thrqugh the Juvenile Court, by a commission, <br />by the City Manager or by an advisory board. The staff <br />recommended that the Council should establish a Citizens <br />Policy Advisory Board of between nine and eleven members to <br />make recommendations to the City Manager; 2. Implementation <br />of recommendation would rest with the City Manager; 3. The <br />Attention Home Director would be employed by the City Manager <br />upon recommendation by the Citizens Board. On motion by Mr. <br />Gilliam, seconded by Mr. Fife the staff recommendations were <br />unanimously approved and the City Attorney was requested to <br />prepare the proper ordinance. <br /> <br /> A communication was presented from Dr. George Moore, Director <br />of the Health Department, requesting $1,710 for use in <br />modernizing the Dental Equipment of the Department. He <br />stated that he had received a favorable response from the <br />County of Albemarle and requested the City to take similar <br /> <br /> <br />
