On motion by Mrs. Rinehart, seconded by Mr. Gilliam the draft of Zoning Ordinance of the City of Charlottesville, Virginia dated October, 1975 and accompanying map dated March 11, 1975 as proposed by the City Planning Commission were adopted with the amendments inhere above stated both to be effective January 1, 1976, provided that all permits or approvals of any kind issued under the existing city Zoning Ordinance prior to such date be declared valid for the normal period of time; and provided further that no such-permit or approval be extended or renewed unless the same shall comply with the terms of such new ordinance, by the following recorded vote. Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: None. Absent: Mr. Barb our. On motion by Mr. Gilliam, seconded by Mr. Fife, Council endorsed an amendment to Section 15.1-491 of the Code of Virginia to provide that rezoning applications may be initiated by petition of the majority of the property owners in the affected area, and directed the City Attorney to work with Delegate Thomas J. Michie to draft such a bill. Such motion was adopted by~ the following recorded vote. Ayes: Fife, Mr. Gitiiam, Mrs. Rinehart and Mt.Van Yahres. Noes: None. Absent: Mr. Barbour. Clerk Pres ident COUNCIL CHAMBER - MONDAY, JANUARY 5, 1976 Regular meeting Approval of minutes The Council met in regular session on this date with the following members present: Mr.Barbour, ~Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Absent: None. The minutes of the meeting of DeCember 15, 1975 were approved as amended, by the following vote. Ayes: Mr. Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Presentation re: Ecomonic Development Commission - Industrial Development Revenue Bond Authority Appointment re: Information and Referral Bo ar d (Mr. '~Barbour, Abstained) The establishment of an Industrial Development Revenue Bond Authority was again discussed. Mr. Fife stated that since there is a possibility that the City will join the County in establishing the authority there should be a committee to study and make recommendation. He also suggested that the County be requested to appoint a similar committee. The Mayor appointed Mr.Fife, Mr. Van Yahres and Mr. Wiley to work with the County Committee. On motion by Mrs. Rinehart, Mrs. Linda Swingler, was appointed to the Information and Referral Board by unanimous vote.
