Presentation re: Urban <br />ObServatory- Goals <br />Report <br /> <br />Communication re: <br /> <br />Emergency Medical <br />Services System <br /> <br />Report re: Bus <br />Service to Pen <br />Park <br /> <br />ppropriation re: <br /> 3,800 - Car for <br />Sheriff <br /> <br /> Mrs. Marcia Mashaw addressed the Council and presented <br /> <br /> the Urban Observatory Goals entitled "WHAT WE SAY, WHAT WE <br /> DO, WHAT WE HOPE FOR:" On motion by Mr. Van Yahres, seconded <br /> by Mr. Fife the Mayor was requested to appoint a committee <br /> composed of a council member, a Planning Commission member <br /> and a Social Development Commission member to make recommendation <br /> regarding this report. The Mayor appointed, Mr. Van Yahres, <br /> Mrs. Rinehart, Mr. Hendrix and Mr. William Smith from the <br /> SoCial Development Commission and stated than he would <br /> contact the Chairman of an.~,~appointment. <br /> <br /> A cor~m~uniCation was presented from Mr. Denver Stone <br /> <br />stating that the University of Virginia has been working <br />with local governments and volunteer organizations through- <br />out Planning District X to improve the Emergency Medical <br />Service System. It stated that the EMSS is a community <br />development project supported by both federal and private <br />funds. He stated that~ Nelson County has had the "911" <br />telephone system for a number of years and that Greene County <br />and Fluvanna County have authorized the telephone companies <br />to install the "911" system during 1976. He stated that the <br />project is authorized to spend up to $15,000 in support of <br />evaluating the implementing the central access and dispatching <br />concept in the Charlottesville-Albemarle area using the <br />"911" system or some suitable alternative. The City Manager <br />stated that the $15,000 should be used to determine the <br />need for the "911" system. He stated that he favored a <br />cooperative study with the County and working through Urban <br />Observatory to get the study done. On motion by Mr.~- Van <br />Yahres, seconded by Mr. Gilliam the foregoing concept was <br />unanimously approved. <br /> <br /> A report from the City Manager stating that it is <br /> <br />possible to initiate a bus route to Pen Park in the summer <br />of 1976 and the estimated cost would be approximately $3100, <br />but recommending that this route not be implemented this <br />su~ner because of the lack of facilities now at Pen Park to <br />attract persons who would normally ride the bus and because <br />of questions regarding the City's legal authority to operate <br />busses in the county. After discussion, the City Attorney <br />was requested to report on February 2, 1976 what measures are <br />necessary to obtain approval to operate a bus line in the <br />County. <br /> <br /> The resolution appropriating $3800 for a car for the City <br />Sheriff, which was offered at the meeting of the Council on <br />January 5, 1976,-was~edopted by the following recorded vote. <br />Ayes: Mr. Barbour~ Mr. Fife, Mr. Gilliam, Mrs. Rinehart and <br />Mr. Van Yahres.
