Rush, Jr. <br /> <br /> On motion by Mrs. Rinehart, seconded by Mr. Fife the <br /> foregoing report was unanimously adopted. <br /> <br /> On motion by Mr. Gilliam, seconded by Mrs. Rinehart, <br /> Mr. E. Thomas Haden, was appointed Acting Director of <br /> Finance until the position is filled. <br /> <br /> A proposed ordinance establishing curfew hours was <br /> presented and discussed. After a lengthy discussion a <br /> public hearing was set for this ordinance for the meeting <br /> of April 19, 1976. <br /> <br /> An ordinance entitled "AN ORDINANCE TO PROVIDE FOR <br />THE ISSUANCE OF SHOW AND SALE LICENSES TO CERTAIN NON- <br />PROFIT ORGANIZATIONS AND TO ESTABLISH THE TAX THEREON," <br />was offered by Mr. Gilliam, seconded by Mr. Fife and <br />carried over to the next meeting for consideration. <br /> <br /> A communication was presented from the Planning <br /> Commission recommending that the petition to rezone from <br /> R-3 and B-3 to Planned Unit Development, approximately <br /> <br />35 acres of the property commonly known as the Willoughby <br />Property. Mr. Gilliam, stated that due to possible <br />conflict of interest he would abstain from discussion of <br />this matter. Mr. Huja, addressed the Council and presented <br />the back ground information on the plan. An ordinance <br />entitled "AN ORDINANCE TO AMEND THE ZONING MAP INCORPORATED <br />BY REFERENCE IN SECTION 4 OF THE ZONING ORDINANCE OF THE <br />CITY OF CHARLOTTESVILLE, BY CHANGING TO PLANNED UNIT <br />DEVELOPMENT ZONING CLASSIFICATION TAX MAP PARCELS 25A-44, <br />25A-40 (PARTS - LOTS 6A & 5A), 25A LOTS 5B AND 6B, 2lB-11 <br />AND 21B-12, COMMONLY KNOWN AS THE WILLOUGHBY PROPERTY," <br />was offered by Mr. Fife, seconded by Mrs. Rinehart and <br /> <br />adopted by the following recorded vote. <br />Mrs. Rinehart and Mr. Van Yahres. Noes: <br /> <br />Mr. Gilliam. Absent: Mr. Barbour. <br /> <br />Ayes: Mr. Fife <br /> <br /> None. Abstained: <br /> <br /> <br />
