110 Staff report re: Buffer zone at Charlottesville High School and request for appropriation of $2,000 to plant white pine trees Staff report re: Road Widening Hydraulic Staff report re: Regulations governing permit parking The City Manager advised the Council that one of the needs at Charlottesville High School is to plant a double row of white pine trees alOng the northern boundry of the school property. He stated that this row is needed to properly screen the residential property from the school complex. He stated that the estimated costs of the planting is $2,000 and recommended that the sum.be authorized by Council from the appropriation made from street tree planting. A motion by Mr. Van Yahres seconded by Mr. Fife that ~the planting be done, but not paid for from the street tree planting funds, was unanimously adopted. On motion by Mr. Van Yahres, seconded by Mrs. Rinehart the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $2,000 be and the same is hereby appropriated from the General Fund for tmee planting at charlottesville High School. The City Manager advised the Council that Hydraulic Road needs to be widened from U. S. 29 North, east to the VEPCO Office. He stated that the plans for this project have been completed by the Engineering Division of the Public Works Department and recommended that it be financed by deferring the Emmet Street - Jefferson Park Avenue Signal Project which is recommended by the Traffic Engineer. He recommended that a reallocation of funds be made 'from the Emmet-Jefferson Park Avenue Special Project to the Hydraulic Road Project. A motion by Mr. Van Yahres, seconded by Mrs. Rinehart that the foregoing recommendation be approved, was adopted by the following vote. Ayes: Mr. Barbour, Mr. Fife, Mrs. Rinehart and Mr. Van Yahres. Noes: Mr. Gilliam. The City Manager advised the Council that when the Administrative Regulations governing permit parking were approved no provision was made for a refund of annual fee, as the fee at that time was 0nly fifty cents per year. He stated since the fee is presently set at ten dollars annually, he feels the provision should be made for refunds and transfers of the permits and recOmmended amendments to the regulations as follows: 3. Fees for permits applied for and acquired after November 1 will be one-half .of the above rates. A person who sells or otherwise disposes of a vehicle during the permit year, or who moved from the area, may at his option: (a) surrender his vehicle permit and apply for a new permit for his newly-acquired vehicle. The fee is $.50.
