i20 <br /> <br />Matters by the Pubtic~..~- <br />Wilson Collier - Fire <br />Department <br /> <br />Executive Session <br /> <br /> Mr. Wilson Collier, addressed the Council and requested <br />the Council to resolve the problem of the number of paid <br />holidays granted to Firemen. Mr. Collier was advised <br />that the dispute is a personnel problem and under the <br />jurisdiction of the City Manager. He was advised that <br />efficiency of the City Manager form of government would <br />be imperiled if City Council intervened in day to <br />day operational disputes. The City Manager was requested <br />to meet with Mr. Collier and give him an answer. <br /> On motion by Mr. Gilliam, seconded by Mr. Van <br /> <br /> Yahres the Council voted to meet in executive session <br /> on Monday, June 14th at 8:00 P.M. to discuss appointments <br /> by the following vote. Ayes: Mr. Barbour, Mr. Fife, <br /> Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. Noes: <br /> None. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk <br /> <br />President <br /> <br />Regular meeting <br /> <br />Appointing Acting <br />Clerk of Council <br /> <br />Approval of minutes <br /> <br />Approval of minutes <br /> <br />Public Hearing re: <br />Housing Rehabilitation <br />Plan <br /> <br />Presentation re: <br />Library Board <br /> <br />COUNCIL CHAMBER - MONDAY, JUNE 21, 1976 <br /> <br /> The Council met in regular session on this date <br /> <br />with the following members present: Mr. Barbour, Mr. <br />Fife, Mr. Gilliam, Mrs. Rinehart and Mr. Van Yahres. <br />Absent: None. <br /> <br /> On motion by Mr. Fife, seconded by Mr. Van Yahres, <br /> <br />Myra Bruce was appointed Acting Clerk of the Council, <br /> <br />by unanimous vote. <br /> <br /> The minutes of the meeting of June 2, 1976 were <br /> <br /> approved as circulated. <br /> <br /> The minutes of the meeting of June 7, 1976 were <br /> <br /> approved as corrected. <br /> <br /> A public hearing was held on this date on the <br /> <br /> Housing Rehabilitation Plan. Mr. Lionel Key, spoke in <br /> opposition to the Plan. Several people addressed the <br /> Council and asked questions. After a lengthy discussion, <br /> a motion by Mr. Van Yahres, seconded by Mr. Barbour <br /> that action on this matter be deferred. Mr. Barbour <br /> stated that he would be out of town next Monday~night, <br /> but that he would support the resolution only if no <br /> wording was changed. <br /> <br /> Mr. Lloyd Smith, Chairman of the Library Board, <br /> <br /> addressed the Council and stated that since the last <br /> meeting of the Council they had received correspondence <br /> from the Postal Service, stating that they have no use <br /> for the Post Office and no other federal office had <br /> use for it and they were offering it to the Commonwealth, <br /> County and City. He stated that the' County had <br /> agreed to pay one-half for a feasiblity study if the <br /> City would pay the other half. On motion by Mrs. Rinehart, <br /> <br /> <br />
