Consideration re: <br />Moratorium on <br />Sanitary Sewer Connections <br /> <br />Reopening - Albemarle <br />Street <br /> <br />is an~inipated that a new certificate for the Moores <br />Creek Treatment Plant will be forth coming in sixty to <br />ninety days. He stated that this new certificate should <br />allow the operation of this plant within an acceptable <br />permit limits thereby eliminating the possibility of <br />violations of the limit set by the new certificate. He <br />also stated the Rivanna Water and Sewer Authority has <br />agreed to ~econsider the moratorium, once the new <br />certificate has been issued and recommended that the <br />Council ratify the moratorium which has been imposed <br />administratively by the City Manager. Mr. Richard <br />Collins, Chairman of the Charlottesville Redevelopment <br />and Housing Authority, addressed the Council and stated <br />that if the moratorium is imposed a hundred and fifty <br />units of section eight housing will be stopped and of <br />the one hundred and forty units of public housing <br />scheduled eighty-nine would be stopped. Mr. Fife <br />suggested that some priorities be created at this time, <br />giving the Housing Authority project and City's projects <br />preference when plant capacity becomes available and <br />requests the Rivanna Water and Sewer Authority to honor <br />them. The City Attorney was requested to prepare a <br />resolution for consideration, giving preference to the <br />Housing Authority and the City projects. An ordinance <br />entitled "AN ORDINANCE TO AMEND AND REORDAIN THE CODE <br /> <br /> OF THE CITY OF CHARLOTTESVILLE, t976 BY ADDING A SECTION <br /> 24=1-~1 TO IMPOSE A MORATORIUM ON SAlqlTARY SEWER CONNECTIONS <br /> IN THE MOORE'S CREEK DRAINAGE BASIN," was offered by Mr. <br /> Fife, seconded by Mr. Gatewood and carried over to the <br /> next meeting for consideration. It was agreed to delete <br /> in paragraph one the wording "on the same parcel of <br /> land." <br /> <br /> The City Manager advised the Council that the staff <br /> has investigated the possiblity of reopening Albemarle <br /> Street south of Preston Avenue and offeres four alternatives <br /> ranging in cost from $107,500 to $17,500. After a <br /> lenghty discussion, a motion by Mr. Barbour, seconded by <br /> Mr. Gatewood that the State Department of Highways and <br /> Transportation be requested to alter the plans for the <br /> construction of Preston Avenue to include the construction <br /> of a one way street at Albemarle Street at an estimated <br /> cost of $42,000 and to participate in the cost on the~ <br /> usual basis, was unanimously adopted. <br /> <br /> <br />
