Presentation re: <br />Landmarks Study <br /> <br />Historic <br /> <br />Presentation re: Jewish <br />Students for CHIP <br /> <br />Presentation re: <br />Albemarle Community Nursing <br />Home, Inc. <br /> <br />Appointing Acting City <br />Manager <br /> <br /> Mr. Date H~amilton addressed the Council and presented <br /> the Historic Landmarks Study which was initiated by the <br /> Landmarks Commission of the City of Charlottesville and <br /> conducted by the Department of Community Development to <br /> research and evaluate the historically and architecturally <br /> significant structures in the City of Charlottesville. <br /> Mr. Hamilton recommended that the City and County join': <br /> together and form a Charlottesville-Albemarle Historic- <br /> Landmarks Commission. <br /> <br /> -Mr. Jules Hirsh with the American Jewish Society <br /> <br /> for Service presented the group of young people who are <br /> <br /> here working for'CHIP for the ~ummer. <br /> <br /> Dr. William F. Thomkins, President of the Albemarle <br />Co~m~unity Nursing Home, Inc., addressed the Council and <br />presented some background on the formation of the <br />corporation and plans for building a nursing home. He <br />stated that because of the general feeling of the <br />physicians of the community that local nursing home beds <br />were very hard to obtain for their patients. The <br />Albemarle Medical Society appointed a committee a year <br />ago to. study the matter. He stated that the study <br />showed that on the average it was taking five extra days <br />of hospitalization to place elderly patients who could <br />not go home and stated that some of our hospital crowding <br />cohld be eased if additional local nursing home beds <br />were available. The committee recommended to the Medical <br />Society that a non-profit community nursing home center <br />closely coordinated with local hospitals and health <br />department woul~ best alleviate the problem. He stated <br />that an optio~ on a suitable piece of land two blocks from <br />the Martha Jefferson Hospital was obtained and a hospital <br />administrator was employed to draw up the certificate of <br />need for the State Health Department and establish the <br />financial feasibility of the project. He also stated a <br />local architect had developed a preliminary set of plans <br />and a local contractor had estimated the building costs <br />at approximately 3.9 million dollars. After thoroughly <br />investigating funding it was concluded that local <br />financing was a necessity. <br /> <br /> On motion by Mr. Barbour, seconded by Mr. Fife, <br /> <br />Mr. Roger Wiley, was appointed Acting City Manager, until <br /> <br />the City Manager returns from vacation. <br /> <br /> <br />
