138 Resolution re: Agreeing to.amend the Joint Exercise of Powers for the Jefferson Area Board for Aging Ordinance re: Creating an Industrial Develop- ment Authority ConAiderat±on re:'~ · ~D~-dinance Increas lng _~th~~ chamges for~providing concrete vaults in City Cemeteries Communication re: Planning Commis s ion rezoning 2206 and ~2208 Fontaine Avenue - Turned Down RESOLVED, that it is the deSire and intent of this City Council that these funds shall be used for public_library purposes over and above the appropriation of 'local fund~ made by this City for library purposes, in accordance with the regulations of the Virginia State Library~ A communication was presented from Diane Ansley, Director of Jefferson Area Board for Aging, stating that presently the board consist of two representatives from Charlottesville, two from Albemarle and one each frOm the Counties of Greene, Nelson and Fluvanna and stated that the board in official action voted to enlarge the number of its membership to double the rep=esentation from each jurisdiction and recommended an amendment to the Joint Exercise of Powers Agreement for the Jefferson Area Board for Aging. On motion by Mr. Barbour, seconded by Mr. Fife the Mayor was authorized to execute the Joint Exercise of Powers Agreement. An ordinance entitled "AN ORDINANCE TO CREATE THE INDUSTRIAL DEVELOPMENT AUTHORITY OF THE CITY OF CHARLOTTESVILLE, VIRGINIA PURSUANT TO THE VIRGINIA INDUSTRIAL DEVELOPMENT AND REVENUE BOND ACT, TO ESTABLISH THE POWERS, DUTIES AND RESPONSIBILITIES OF SUCH AUTHORITY, TO PROVIDE FOR THE APPOINTMENT OF MEMBERS THEREOF, AND TO ESTABLISH CERTAIN LIMITATIONS ON THE EXERCISE OF THE POWERS OF SUCH AUTHORITY," which was offered at the meeting of the Council on June 21, 1976, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. An ordinance entitled 'NAN ORDINANCE A~NDING AND REENACTING SECTION 6-9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976 ENTITLED "CHARGES FOR GRAVE SPACE AND DIGGING GRAVES," was offered by Mr. Barbour, seconded by Mr. Brunton and carried over to the next meeting for consideration. - A communication was presented from the Planning Commission recommending that the petition to rezone from B-2 to B-3 property located at 2208 Fontaine Avenue be denied, because the existing zoning allows a reasonable use of the property and also serves as a buffer between the more commercial uses near Jefferson Park Avenue and the residential uses along Fontaine Avenue. On motion by Mr. Barbour, seconded by Mr. Gatewood the recommendation of the Planning Commission was unanimously adopted.
