' Ordinance re: Assessments Against Downtown Mall Properties Ordinance re: Closing vacating and discontinuing alley running easterly from Avon Street Executive Session Special meeting 31-164, 31-168, 31-179, 31-197, 31-205, 31-258 AND 31-267 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AND THAT SUCH CODE BE FURTHER AMENDED BY ADDING ~31-192.1 AND 31-261.1 AS FOLLOWS RELATING TO THE REQUIREMENTS OF THE ZONING ORDINANCE OF THE CITY OF CHARLOTTESVILLE; TO DEFINITIONS THEREUNDER, TO THE PERMITTED UNDER CERTAIN CIRCUMSTANCES IN R-i, R-3, B-i, B-2, B-3, AND M-1 DISTRICTS; TO EXCEPTIONS AND MODIFICATIONS UNDER SUCH ZONING REQUIREMENTS; TO STANDARDS PERTAINING TO SIGNS; AND TO SITE PLAN REVIEW," which was offered at the meeting of the Council on August 16, 1976, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. An or~inance'entit,ted-'~AN ORDINANCE AFFIRMING THE CREATION OF A SPECIAL ASSESSMENT DISTRICT PURSUANT TO ~15.1-239 ET. SEQ. OF THE CODE OF VIRGINIA ESTABLISHING THE PORTION OF PROJECT COSTS TO BE LEVIED AS AN ASSESSMENT ON THE PROPERTIES IN SUCH DISTRICT; RECITING THE FINDINGS OF CITY COUNCIL IN REGARD TO THE BENEFITS ACCRUING TO PROPERTIES WITHIN SAID DISTRICT; ESTABLISHING THE AMOUNT OF THE ASSESSMENT TO BE LEVIED ON EACH SUCH PROPERTY; LEVYING SAID ASSESSMENTS AND PROVIDING FOR THE TIME, _MANNER AND TERMS OF THE COLLECTION THEREOF," which was offered at the meeting of the Council on August 16, 1976, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: None. (}ir. Fife, Abstained) An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND DISCONTINUING A 15~OOT:ALLEY~RUNNING IN AN EASTERLY DIRECTION FOR APPROXIMATELY 144 FEET FROM AVON STREET'," was offered by Mr. Brunton, seconded by Mr. Barbour and carried over to the next meeting for consideration. On motion by Mr. Brunton, seconded by Mr. Gatewood the Council voted to go into execunive sesssion to discuss property and personnel, by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None.
