a letter from. the~Charlottesville_Albemarle~..~ Legal Aid Society <br />addressed to HUD indicating that they were representing a client <br />who felt some of the funds in the Community Development Revenue <br />Sharing Program has beene_improperly allocated. The projects <br />to which Legal Aid objected are the Rugby Road Bicycle Trails, <br />$75,000; other bicycle trail~projects, $50,000; Jefferson Park <br />Avenue Sidewalk, $7500 and Emmet Street Sidewalk, $3750 and <br />stated that the City Council must now decide to take some action <br />to solve this complaint. Mrs. Mary Paige, President of the Ridge <br />Street Neighborhood Associanion, addressed the Council in opposition <br />to spending money on the bike trails instead of in key neighbor- <br />hoods. Several people addressed the Council in favor of bike <br />trails, but indicaned that the bike trails should have priority <br />only over projects outside the target areas. A mo~ion by Mr. <br />Gatewood, seconded by.Mr. Brunton that the $75,000 for the Rugby <br />Road Bike Trail and $50,000 for other bike trail projects be <br />reprogrammed, was unanimously adopted. On motion by Mr. Fife, <br />seconded by Mr. Brunton the following resolution was unanimously <br />adopted. <br /> <br /> WHEREAS, on April 12, 1976, this Council approved the <br />City's application to the United States Department of Housing <br />and Urban Development for second year block grant funding under <br />the Community Development Act of 1974; and <br /> <br /> WHEREAS, that application included requests for funding <br />bicycle trail and sidewalk improvements on Rugby Road in the amount of <br />$75,000, and other bicycle trail improvements to be based on <br />recommendations of the Bicycle Task Force in the amount of <br />$50,000, both of which requests were approved by the Department <br />of Housing and Urban Development; and <br /> <br /> WHEREAS, this Council now finds it to be in the overall <br />best interests of the Community Development Act block grant funds <br />not be used for such bicycle trail projects; now, therefore <br />be it ' <br /> <br /> RESOLVED, by the Council of the City of Charlottesville <br />that the City Manager be authorized to advise the Department of <br />Housing and Urban Development that the City wishes to reallocate <br />the aforesaid sums of $75,000.00 to other projects eligible for <br />such funding; and be it further <br /> <br /> RESOLVED, that the Community Development Task Force be <br />advised that such sums are to be available for reallocation to <br />other projects; and be it further <br /> <br /> RESOLVED, that the Council reaffirm its commitment <br />to the development of facilities for bicycle transportation by <br />making every effort to find other funding to be used for bicycle <br />trail projects. <br /> <br />Ordinance re: Closing, An ordinance 'entitled "AN ORDINANCE CLOSING VACATING AND <br />Vacating and Discontinuing ' <br />15 foot alley running DISCONTINUING A 15 FOOT ALLEY RUNNING IN AN EASTERLY DIRECTION <br /> <br />easterly direction <br />from~.Avo~tStreet <br /> <br />Ordinance ~.re: : <br />Social Development <br />C orm~i s s i on <br /> <br />Appointment re: <br />Social Development <br />Commis s ion <br /> <br />FOR APPROXIMATELY 144 FEET FROM AVON STREET," which was offered <br />at the meeting of the Council on September 7, 1976, was adopted <br />by the following recorded vote.
