158 Consideration re: Appropriation re - $59,965 - Library Board Resolution re: James Edward Adams Consideration re: Appropriation re - $36,000 for paving CHS Parking Lot Resolution re: Raffle Permit - Beta Iota Chapter of Delta Tau Delta Fraternity Mr~ Chris Devan, Director of Jefferson-Madison Library addressed the Council ands]stated that additional funds are available to the Library for which no provision was made in their annual budget and requested an appropriation for these funds. He stated that their were $50,443 of federal aid and $9,522 of state aid, but these funds can-not be spent until an appropriation is made. The Council questioned Mr. Devan as to what the funds would be used for and he stated that they will be used as directed by the Board of Trustees of the Regional Library in accordance with the rules of the State Library. Mr. Devan was requested to furnish the Council a list of what the funds would be used for. On motion by Mr. Gatewood, seconded by Mr. Brunton the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $59,965 be and the same is hereby appropriated from the General Fund, in accordance with the foregoing request. Mr. Brunton stated that he seconded the appropriation on condition that the Council be furnished a list of expenditures from these funds. On motion by Mr. Fife, seconded by Mr. Brunton, the following resolution was unanimously adopted. WHEREAS, Mr. James Edward Adams served the City of Charlottesville as a member of the Police Department for nearly half a century; and WHEREAS, Mr. Adams held nearly every rank in the Police Department in forty-six years with the City, including Assistant Chief and Chief of Police; and WHEREAS, Mr. Adams served eighteen years as Chief of Police until his retirement in 1968, and was recongnized by the citizens of Charlottesville and his fellow police officers for his fairness in judgement and his devotion to duty; NOW BE IT THEREFORE RESOLVED THAT the Council of the City of Charlottesville expresses its deepest sympathy to the family of Mr~..~. James Edward Adams following his death on September 14, 1976; BE IT THEREFORE RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to Mary Wade Adams as token of the esteem in which her husband was held by this body, and to spread a copy of this resolution in the minutes of the Council meeting of September 20, 1976. Mr. Gatewood requested that the Council take what ever' action necessary to use the funds which will be returned by the School Board from the 1975-76 budget to pave the parking lot at Charlottesville High School. On motion by Mr. Gatewood, seconded by Mr. Brunton the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $36,000 be and the same is hereby appropriated from the General Fund for paving the parking lot at Charlottesville High School. On motion by Mr. Barbour, seconded by Mr. Brunton the following resolution was unanimously adopted. WHEREAS, the Beta Iota Chapter of Delta Tau Delta Fraternity has applied for a permit to conduct raffles in compliance wSth~-.Section 17-19 of the Code of the City of Charlottesville, 1976, as amended; and WHEREAS, it has been determined that the Beta Iota Chapter of Delta Tau Delta Fraternity meets the qualificatibns as outlined in Section 17-19; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that a permit be granted to the Beta Iota
