The Mayor announced that a meeting <br />with the localities' representatives ~and the library board <br />would be held at Gordon Avenue on October 29, 1976 to discuss <br />the budget. <br /> <br /> Mr. Rich Collins, Chairman of the Charlottesville <br />Redevelopment and Housing Authority, addressed the Council and <br />requested a loan of $25,000 for architects' fees for the <br />proposed scattered site housing. He also requested the <br />Council to make a financial commitment which would enable the <br />authority to negotiate for the two sites not affected by the <br />sewer moratorium -- the Madison Avenue and Michie Drive sites. <br /> He stated there is practically no risk in making this commitment, <br /> but the authority does not feel it can take the risk. The <br /> Mayor was requested t.o work with Mr. Collins in setting an <br /> executive session to discuss this matter. <br /> <br /> The City Manager presented a report from the Director <br /> <br /> of Public Works outlining agreements with Mr.. Roy Bruton <br /> concerning parking at his location as follows.: 1'. The <br /> City will convert four parking spaces along the westerly side <br /> of 10th Street north of Preston Avenue to thirty minute <br /> spaces. 2. The City will pave the triangular area between <br /> the old sidewalk and the new sidewalk on 10th Street adjacent <br /> to Mr. Bruton's building to allow vehicle parking in this <br /> area. 3. The public alley just south of Mr. Bruton's building <br /> has two residences fronting on it and carries commercial <br /> traffic, this alley will be graded, stoned and surface <br /> treated through the area that does not now have concrete <br /> pave'meat. 4. In the future, if additional parking is <br /> needed, approximately ten spaces can be developed on Grady <br /> Avenue beyond the traffic island just west of 10th Street. <br /> A motion by Mr. Fife, seconded by Mr. Brunton that the <br /> first three items be approved and that if item number four <br /> needs to be done then being back to Council for consideration, <br /> was adopted by the following vote. Ayes: Mr. Brunton, Mr. <br /> Fife, Mr. Gatewood and Mrs. O'Brien.~ Noes: Mr. Barbour. <br /> Mr. Barbour objected to the City paving an alley. <br /> <br /> The resolution appropriating $7500 for expenses for <br /> <br /> the Electoral Board, which was offered at the meeting of the <br /> Council on October 4, 1976, was adopted by the following <br /> recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> The resolution appropriating $4,000 for Human Resources <br /> Assembly, which was offered at the meeting of the Council <br /> on October 4, 1976, was adopted by the following recorded <br /> vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gate- <br /> wood and Mrs. O' Brien. Noes: None. <br /> <br /> <br />
