Authorization re: Mayor to sign easement for Albemarle Service Authority Resolution re: Moratorium at the South Rivanna Reservoir Ordinance re: Registration, Inspection & operation of Bicycles Consideration re: Ordinance - Unopened Ware Street 189 WHB-RE~AS, it has been determined that the Post- Convict£on AB~i:st~nce Project meets the qualifications as outlined in §17-19; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that a permit be granted to the Post-Conviction Assistance Project to conduct raffles in accordance with all the provisions of §17-19 of the City of Charlottesville for a period of one year from the date of this resolution; and BE IT FURTHER RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to the Board of Directors. The City Manager advised the Council that the Albemarle County Service Authority needs to install a water storage tank and water transmission line On property owned by the City at the Ragged Mountain Reservoir to serve the Ednam and Ednam Forest Subdivisions. On motion by Mr. Gatewood, seconded by Mr. Fife the Mayor was authorized to sign a deed of easement for these facilities. On motion by Mr. Barbour, seconded by Mr. Fife the following resolution was unanimously adopted. WHEREAS, the Council has previously expressed its support for the acnion of the Albemarle County Board of Supervisors in imposing strict development control measures on property in the vicinity of the South Rivanna Reservoir as set forth in Article II of Chapter 7 of the Albemarle County Code; and WHEREAS, such controls are due to expire on January 1, 1977, but the Board of Supervisors will give consideration to a proposal to extend them until July 1 , 1977; and WHEREAS, this Council believes that such additional period of time is necessary in order to properly assess the results of the study of the reservoir whiCh has been conducted by the Rivanna Water and Sewer Authority and to consider fully the long range measures necessary to protect this vital community resource; NOW, THEREFORE, BE IT RESOLVED,by the CounCil of the City of Charlottesville, that the Board of Supervisors of the County of Albemarle be respectfully requested to take action to extend until July 1, 1977 the provisions of Article II of Chapter 7 of the County Code; and be it further RESOLVED that the Clerk of the Council be directed to send a certified copy of this resolution to the Board of Supervisors. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN ARTICLE IV OF CHAPTER 16 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY REPEALING SECTION 16-58 THROUGH 16-63 AND ENACTING IN LIEU THEREOF SECTIONS NUMBERED 16-63.1 THROUGH 16-63.9 RELATING TO THE REGISTRATION, INSPECTION AND OPERATION OF BICYCLES," which on November 15, 1976 Ayes: Mr. Barbour, None.
