!88' <br /> <br />Resolution re: Urging <br />the governor & general <br />assembly to restore <br />state participation <br />in ~water pollution <br />control grants <br /> <br />Resolution re: Urging <br />congressional funding <br />of-federal water <br />pollution control <br />grants <br /> <br />On motion by Mr. Fife, seconded by Mr. Barbour the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the Commonwealth of Virginia has in the <br />past reduced and ultimately elimated its participation in the <br />funding of Construction Grant Programs under the Federal Water <br />Pollution Control Act (PL92-500); and <br /> <br /> WHEREAS, such action on the part of the Commonwealth <br />has unfairly and inequitably created a new burden on local <br />fiscal resources because the Federal and State mandates <br />upon localities to complete such programs were not similarly <br />reduced or eliminated; and <br /> <br /> WHEREAS, such funds are now vitally needed by this <br />community to complete the Rivanna Water and Sewer Authority's <br />advanced waste water treatment plant in order to comply with <br />mandates from the State Water Control Board and other <br />regulatory bodies; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Charlottesville that the Governor and General <br />Assembly of Virginia be earnestly requested to restore <br />funds for State participation in water pollution control <br />projects to their originally committed ten percent funding <br />level; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council <br />be directed to send a certified copy of this resolution <br />to Governor Mills E. Godwin, Jr., the Clerk of the <br />Senate and House of Delegates, and the members of the General <br />Assembly representing Charlottesville. <br /> <br />On motion by Mr. Fife, seconded by Mr. Gatewood the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the 94th Congress adjourned witho~ut <br />taking final action on an appropriation for fiscal year <br />1977 for a Contruction Grants Program under the Federal <br />Water Pollution Control ACt (PL92-500); and <br /> <br /> WHEREAS, such appropriation is necessary if the <br />Rivanna Water and Sewer Authority is to be able to proceed <br />on schedule with the construction of the advanced waste <br />water treatment plant to be located on Moores Creek; and <br /> <br /> WHEREAS,the prompt completion of such plant is of <br />vital importance to this community in order to eliminate <br />the adverse economic impact which will result from <br />extended application of the moratorium on sewer connections <br />in the Moores Cree Drainage Basin; and <br /> <br /> WHEREAS, the completion of such plant is also <br />of great significance in improving the water quality and <br />protecting the natural environment in the Rivanna River <br />and James River Basin; and <br /> <br /> WHEREAS, it is impossible for such project to <br />proceed withou~ the required federal funding; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Charlottesville, Virginia that our Senators and <br />Representative in the Congress of the United States be <br />requested to work for the speedy approval of an <br />appropriation bill funding the FY1977 Construction Grants <br />Program under the Federal Water Pollution Control Act <br />(PL92-500) when the new Congress convenes in January; and <br /> <br /> BE IT FURTHER RESOLVED that the Clerk of the Council <br />be directed to send a certified copy of t~his resolution <br />to Senators Harry F. Byrd, Jr. and William Scott and <br />Reoresentative J. Kenneth Robinson. <br /> <br />Resolution re: <br />Raffle Permit - Post <br />Conviction Assistance <br />Project <br /> <br />On motion by Mr. Fife, seconded by Mr. Gatewood the <br /> <br />following resolution was unanimously adopted. <br /> <br /> WHEREAS, the Post-Conviction Assistance Project <br />has duly applied for a permit to conduct raffles in <br />compliance with ~17-19 of the Code of the City of <br />Charlottesville, 1976, as amended, and <br /> <br /> <br />
