192. Discussion re: CETA Funds Adjourned meeting A ~otian by Mr, F~i.fe, seconded b~, ~. B.runton .that unanimous consent be given to the consideration of other matters to come before this Council, was unanimously adopted. The City Manager advised the Council that the CETA funded positions with the City will be extended to September 30, 1977. He stated that the City would receive $186,114 for these positionS and recommended that he be authorized to sign application for funds. On motion by Mr. Brunton, seconded by Mr. Barbour the foregoing recommendation was unanimously adopted. On motion the meeting, adjourned until after the Planning Commission meeting on Tuesday, December 14, 1976. COUNCIL CHAMBER- DECEMBER 14, 1976 The adjourned meeting of December 13, 1976 convened on this date with the following members present. Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Absenn: Mr. Barbour. The Mayor stated that since the Planning Commission had set a second public hearing on 29 North no action would be necessary by the Council. On motion the meeting adjourned. Appointments re: Social Development Commis s ion Staff Report re: Sewer Moratorium and Appropriation of $40,000 The Council met in regular session on this date with the following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Absent: None. The minutes of December 6, 1976 were approved as amended. On motion by Mr. Brunton, Mr. Fife was appointed to the Area Manpower Commission by the following vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Gatewood and Mrs. O'Brien. Noes: None. Abstained: Mr. Fife On motion by Mr. Fife, Dr. Ken Wallenborn was appointed to the Airport Commission, by unanimous vote. On motion by ~. Fife, Mr. Robert Hodous wa~s appointed to the Mental Health and Retardation Services Board, by unanimous vote. On motion by Mrs. O'Brien, Mr. William Elwood and Rev. Clyde Helms were appointed to the Social Development Commission, by unanimous vote. The City Manager presented a staff report concerning the sewer moratorium now in effect in the Moores Creek Drainage Basin. He stated that the Director of Public Works has devised a method for pumping sewage from the Moores Creek to the Meadow Creek Basin by using an abandoned gas line from Fairway Avenue at Caroline Avenue to the Meadow Creek Basin. The report stated that by using the abandoned gas line a lift station could be installed in the unopened portion of Caroline Avenue and sewage could be pumped over
