Appropriation re: <br />$5,000 - Library <br /> <br />Letter of Intent <br />and Appropriation <br />of $40,000 for <br />Girls' Attention <br />Home <br /> <br /> to the By Pass and enter the gravity sanitary sewer line that <br /> goes under the By Pass toward North Avenue. The cost of the <br /> project is estimated to be $40,000 and the capacity that could <br /> be pumped was reco~nended at no more than 200,000 gallons <br /> per day. The capacity would be enough to serve approXimately <br /> <br /> 600 single family units. The City Manager stated that then <br /> there would be a need to devise an allocation plan for this <br /> capacity. He stated it could be based on one of the following <br /> plans: 1. Public Need. 2. Legal Strenght. 3. Percentage <br /> of connections requested, and 4. First Come First Serve. The <br /> Mayor questioned the length of validity of a building permit <br /> and if they were renewable? It was generally agreed that an <br /> allocation plan would be devised and presented to Council on a <br /> first come first serve basis and including a provision for <br /> non-renewable building permits. On motion by Mr. Barbour, seconded <br /> by Mr. Gatewood the following resolution was offered and <br /> carried over to the next meeting for consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville that $40,000 be and the same is hereby <br /> appropriated from the Capital Fund to implement the suggested <br /> plan for pumping sewage from the Moores Creek Basin to <br /> the Meadow Creek Basin. <br /> <br /> The resolution appropriating $5,000 for consultants fees <br /> <br /> for the Library which was offered at the meeting of the <br /> Council on December 13, 1976, was adopted by the following <br /> recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> Mrs. Iris Shaw, Chairman of the Community Attention Home <br />Advisory Board, addressed the Council and stated that the <br />Advisory Board thinks the time has come for the City to <br />show the same concern for girls as it does for boys by <br />establishing a residential care facility for girls comparable <br />to the one presently being operated for boys. She stated <br />that money has been budgeted for this program by the <br />Department of Corrections, but will expire in July of 1977. <br />She stated that the Department of Corrections will reimburse <br />the City of Charlottesville two-thirds of all personnel costs, <br />one hundred per cent of operating costs, and fifty per cent <br />of home purchase-renovation costs. She stated that the <br />estimated 'cost of the house purchase and renovation is <br />$80,000 and requested the Council to appropriate one-half of <br />this amount as the City's share. She also requested that the <br />City Council send a letter to the Virginia Department of <br />Correction stating that Charlottesville intends to operate a <br />residential care facility for girls pursuant to Section 16.1-201 <br />of the Code of Virginia, 1950, as amended, and that the City <br />Manager be author±zed to seek option on property for a Girls <br /> <br /> <br />
