Ordinance Request re: City Treasurer for Appropriation of $8,475 for pre~ registering auto Mr. Gatewood questioned increasing vehicle licenses by 50%' and was informed that this amount of revenue is included in the present operating budget based on a 50% increase in the license fees. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTIONS 2-57, 2-67, 3-2, 5-5, 5-13, 6-3, 6-5, AND 10-56 THROUGH 10-59, AS SEVERALLY AMENDED, OF THE CHARLOTTESVILLE CITY CODE OF 1976, AND TO ADD TO SUCH CODE A SECTION 15-20.1 IN ORDER TO INCREASE CITY MOTOR VEHICLE LICENSE FEES, TO TRANSFER'THE RESPONSIBILITY FOR COLLECTION OF SUCH LICENSE FEES AND CHARGES FROM THE DIRECTOR OF FINANCE TO THE CITY TREASURER, AND TO REQUIRE THE PAYMENT OF PERSONAL PROPERTY TAXES BEFORE ISSUANCE OF MOTOR VEHICLE, BUSINESS AND PROFESSIONAL LICENSES," was offered by Mr. Fife, seconded by Mr. Brunton and carried over to the next meeting for consideration. The City Treasurer addressed the Council and presented a proposal for pre-registering automobiles which would serve as a notice that the decal is due and that the decal can be purchased by mail. He stated this plan would also speed up the purchase when sold at City Hall and help prevent long lines at the last minute of the due date. He stated that he believed by using the Division of Motor Vehicles list a more vigorous enforcement program could be instituted, which would result in a more complete registration of all ~.hicles in the City. He stated that the estimated cost of implementing this program would be $8,475 and requested an appropriation in this amount. On motion by Mr. Gatewood, seconded by Mr. Barbour the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $8,475 be and the same is hereby appropriated from the General Fund for pre-registering vehicle program. Mr. Harding was requested to make every effort to keep the cost of this program down and was also requested that an evaluation be made after the first year of the program. The Mayor requested that the Housing Board of Adjustment and Appeals and the Inspections Department review the Housing Code to determine if changes need to be made in the present code. The Mayor also announced a. neighborhood meeting for the 10th and Page Street Area on January 24th at a place to be announced. On motion the meeting adjourned. Clerk P~es iden t
