Resoltuion re: <br />Payback to HUD <br /> <br /> BE IT FURTHER.RESOLVED that the follOwing policies and <br />procedures will henceforth~-be adhered to by the Council in <br />selecting the persons to be appointed to the Social Development <br />Commission: <br /> <br /> (1) The Chairmen of the Boards of Directors of the <br />United Way. and the Chamber of Commerce and the Chairman of the City <br />School Board will be asked to nominate not more than three members <br />of their respective boards who are residents of the City; <br /> <br /> (2) The Council will appoint one representative from <br />the city churches; <br /> <br /> (3) The President of the University of Virginia will <br />be asked to nominate not more than three representatives of the <br />University administration who are residents of the City; <br /> <br /> (4) The Director of theDepartment of Social Services <br />will be requested to nominate not more than six present or former <br />recipients of welfare services or other proverty group <br />representatives; <br /> <br /> (5) The ranking student government officer at <br />Charlottesville High School will be asked to nominate not more <br />than three members of the student body; <br /> <br /> (6) The local Chapter of the American Association of <br />Retired Persons will be asked to nominate not more than three <br />of its members who reside in the City; <br /> <br /> (7) The President of the Student Council at the <br />University of Virginia will be asked to nominate not more than <br />three members· o6 the 'body who have at least two years remaining <br />in their course of study and who are residents of the City; <br /> <br /> (8) City Council will appoint two members of the City <br />Planning Commission; <br /> <br /> (9) City Council will appoint two at-large members <br />from the community; and <br /> <br /> (10) City Council will consider the people so nominated <br />as well as their representatives of similar interests and may <br />also advertise vacancies on the Commission for applications from <br />interested citizens. One persons shall be chosen to ~epresent <br />each category mentioned above except paragraphs numbered (4), (8) <br />and (9) in which case two persons shall be chosen. As the terms <br />of members of the Commission expire or as resignations are <br />received, reappointments or replacements shall be sought in <br />accordance with the procedures outlined abo~e. <br /> <br /> The City Manager advised the Council that HUD noted in their <br /> <br />site visits this fall that they found two rehabilitation projects, <br />which CHIP had undertaken, which the HUD people felt were not <br />eligible. They are located at 117 Midland Street and 513 12th <br />Street and they felt there had been rehabilitation to the point <br />that it had become new construction as opposed to rehabilitation <br />and they would not approve them. He stated that rather than say <br />the City must pay the money back HUD had indicated that the <br />monmy can be deducted from this coming years grant program, and the <br />amount is $17,764. The staff recommends that Council accept that <br />method of making the correction rather than any other, but the <br />City needs to advise HUD how we will take care of the matter. He <br />stated that necessary measures have been taken to see that this <br />doesn't happen again. A motion p?~Mr. Brunton, seconded by Mr. <br />Barbour that the staff recommendation be accepted for adjusting the <br />amount allegedly improperly expended, even though the Council doesn't <br />think anything wrong has been done, the program has been carried out <br />in the spirit in which it was adopted in the first place, was unanimously <br />adopted. <br /> <br /> <br />
