Appropriation re: Installation of Street Lights - $663.25 Communication re: Traffic Engineer regarding light on Wayside Place Request for Loan from Ch'ville Redevelopment & Housing Authority Resolution re: CETA Contracts A communication~wap py~esented from the City Traffic Engineer stating that fourteen new street lights have been requested, and reviewed by his department, and recommended the installation of these lights. He stated the cost of installation and the operating costs for the remainder of the year would be $663.25. On motion by Mr. Gatewood, seconded by Mr. Brunton the following resolution was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. BE IT RESOLVED by theCouncil of the City of Charlottesville that $663.25 be and the same is hereby appropriated from the General Fund for instRllation of street lights. A communication was presented from the Traffic Engineer stating that he had received a request to install one street light at a mid-block location on Wayside Place and recommending that the Council not approve the use of public funds for installing and maintaining this street light. He stated that the placement of a single light in the middle of a long block with no relationship to any existing lights would result in a lighting pattern that is neither uniform nor of adequate minimum intensity. On motion by Mr. Barbour, seconded by Mr. Gatewood the Traffic Engineer's recommendation was unanimously approved. A request was presented from the Charlottesville Redevelopment and Housing Authority for a loan of $25,000 to allow the Housing Authority to employ architects to commence final drawings for the scattered site housing projects. It stated that these funds will be reimbursed to the City when HUD finally funds the projects in their entirety. On motion by Mr. Barbour~ seconded by Mr. Fife the following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Charlottesville that $25,000 be and the same is hereby appropriated from the Capital Fund as a loan to the Charlottesville Redevelop- ment and Housing Authority. Mr. Richard Collins, Chairman of the Redevelopment and Housing Authority addressed the Council and requested a moral commitment of funds to purchase land for the scattered housing sites if HUD money is not available, if negotiations for the sites are completed before HUD funds are available. The Council assured Mr. Collins that the money could be made available on a loan basis until HUD funds are received. On motion by Mr. Brunton, seconded by Mr. Gatewood the following resolution was unanimously adopted. WHEREAS, the City of Charlottesville qualifies as a recipient of federal funds the Comprehensive Employment and Training Act of 1973, as amended; and WHEREAS, the allocation of funds under such Act is made in varying amounns from time to time and requires the filing of applications, assurances, reports and other documentation frora time to time;
