Ordinance re: Setting <br />Speed limits on Preston <br />Avenue <br /> <br />Consideration re: <br />Ordinance - Amendment <br />to Moore's Creek Sewer <br />Moratorium <br /> <br />Consideration re: <br />Ordinance - Closing <br />Alley off Goodman <br />Street <br /> <br />Executive Session <br /> <br />2.2'8 <br /> <br /> RESOLVED that the Council expresses its willingness to <br />work in concert with other cities through the Virginia Municipal <br />League, with the Governor and the General Assembly, in a good <br />faith effort to achieve an effective solution to the annexation <br />issue that will be fair to both cities and counties; and be <br />it finally <br /> <br /> RESOLVED that the Clerk of the Council be directed to <br />send. a copy of this Resolution to the Governor and to the <br />Director of the Virginia Municipal League. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />SECTION 16-9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />RELATING TO MINIMUM AND MAXIMUM SPEED LIMITS, ETC.", which was <br />offered at the meeting of the Council on February 22, 1977, was <br />adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brunton, Mr. Fife, and Mr. Gatewood. Noes: Mrs. O'Brien. <br /> <br /> T~e C~ty~A~torney advised the Council that the pumping station <br />which will permit the ultimate repeal of the Moore!~s Creek Sewer <br />Connection Moratorium will not be completed for a number of weeks, <br />however, several landowners in the moratorium area have expressed <br />a desire to be allowed to begin construction immediately with the <br />understanding that sewage capacity is not yet guaranteed by the <br />City and that we would have no added liability in the event the <br />pumping scheme is delayed or proves unsuccessful. He stated that <br />he feels that such arrangement would be acceptable from the City's <br />point of view provided the agreement releasing the City from <br />additional liability is recorded as a warning to persons who <br />might purchase the property on which-development would be initiated <br />on this basis. An ordinance entitled "AN ORDINANCE TO ~MEND A~ND <br />REORDAIN SECTION 24-1.1 OF THE CODE OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976 RELATING TO THE MORATORIUM ON SANITARY SEWER <br />CONNECTIONS IN THE MOORE'S CREEK DRAINAGE BASIN," was offered by <br />Mr. Fife, seconded by Mr. Gatewood and carried over to the next <br />meeting for consideration. The Mayor questioned the advisibility <br />of placing a time limit on building permits which are issued in <br />this area. The City Attorney stated that he would check into the <br />matter before second reading of the ordinance. <br /> <br /> An ordinance entitled "AN ORDINANCE CLOSING, VACATING AND <br />DISCONTINUING AN ALLEY OFF OF GOODMAN STREET IN THE CITY OF <br />CHARLOTTESVILLE," was offered by Mr. Brunton, seconded by Mr. <br />Gatewood and carried over to the next meeting for consideration. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Gatewood that the <br />Council meet in executive session to discuss a matter exempted by <br />Section 2.1-344(a)(1); Section 2.1-344(a)(2) and Section 2.1.344(a)(6)i <br />of the Virginia Freedom of Information Act, was adopted by the <br />following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, <br />Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> On motion the meeting adjourned. <br /> <br />resident <br /> <br /> <br />
