Propoaals for <br />Budget <br /> <br />Two Cent Per Pack <br />Tax on Cigaretts <br /> <br />Contingency Fund <br /> <br />Consideration re: <br />Ordinance - Corp- <br />oration Tax Pay- <br />ments <br /> <br />Executive Session <br /> <br /> The Council met in special session on this date with the <br /> following members present: Mr. Barbour, Mr. Brunnon, Mr. Fife, Mr. <br /> Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> Mr. Fife made the following proposals. That the proposed <br /> appropriation for the Chamber of Commerce in the amount of $16,950 <br /> be deleted and the following additions made: Regional Library, $6,965; <br /> OAR~ $3,630; General District Court, $3,000; and Tourist Promotion, <br /> $6,000. Recommended that the City Budget be cut by $44,000 with the <br /> decision as to the cut being up to the staff and that the School <br /> Budget be cut $31,000. The proposal was seconded by Mr. Barbour and <br /> unanimously adopted. <br /> <br /> A motion by Mr. Gatewood, seconded by Mr. Brunton that the <br /> proposed allocation for Madison House be reduced by $5,000 was <br /> defeated by the following vote. Ayes: Mr. Brunton, and Mr. <br /> Gatewood. Noes: Mr. Barbour, Mr. Fife and Mrs. O'Brien. <br /> <br /> A motion by Mrs. O'Brien that the allocation for Tourist <br /> Promotion in the amount of $6,000 be deleted, died for lack of a <br /> second. <br /> <br /> An amendment to Mr. Fife's proposal by Mr. Gatewood, seconded <br /> <br /> by Mr. Brunton that the Chamber of Commerce be allocated ~1,950 was <br /> adopted by the following vote. Ayes: Mr. Barbour, Mr. Brunton, and <br /> Mr. Gatewood. Noes: Mr. Fife and Mrs. O'Brien. <br /> <br /> A motion by Mr. Barbour, seconded by Mr. Fife that the two cents <br /> per pack tax on cigaretts be imposed, was adopted by the following <br /> vote. Ayes: Mr. Barbour, Mr. Fife and Mrs, O'Brien. Noes: Mr. <br /> Brunton and Mr. Gatewood. <br /> <br /> The City Manager advised the Council that with the foregoing <br />additions and deletions there would be $29,405 additional revenue <br />which could be allocated as a contingency fund. On motion by Mr. <br />Fife, seconded by Mr. Barbour the City Manager was instructed to <br />include in the budget a contingency fund in the amount of $29,405 <br />by the following vote. Aye: Mr. Barbour, Mr. Brunton, Mr. Fife and <br />Mrs. O'Brien. Noes: Mr. Gatewood. <br /> <br /> An ordinance entitled "AN ORDINANCE TO ESTABLISH BILLING DATES <br /> <br />AND DATES FOR PAYMENT OF TAXES ON THE ASSESSED VALUE OF REAL ESTATE <br />AND TANGIBLE PERSONAL PROPERTY OF PUBLIC SERVICE CORPORATION," was <br />offered by Mr. Fife, seconded by Mr. Brunton and carried over to the <br />next meeting for consideration. <br /> <br /> A motion by Mr. Brunton, seconded by Mr. Ggtewood that the Council <br />meet in executive session to discuss a matter exempted by Section <br />2.1-344(a)(1) and Section 2.1-344(a)(2) of the Virginia Freedom of <br />Information Act was adopted by the following recorded vo~e. Ayes: <br />Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. <br />Noes: None. <br /> <br />On motion the meeting adjourned. <br /> <br />Clerk <br /> <br />President <br /> <br /> <br />
