Presentation re: <br />Betz Report on the <br />Rivanna Reservoir <br /> <br />Consideration re: <br />Appropriation - <br />$3,631 - Street <br />Lights <br /> <br />Discussion on Lousia <br />joining JABA <br /> <br />to fourteen thousand dollars per month. A motion by Mr. Fife, <br />seconded by Mr. Barbour that the City join the County in forming <br />a committee to study the cost feasibility and also benefits to the <br />City, was unanimously adopted. Mr. Barbour suggested that the <br />committee study the possibility of present emergency numbers be <br />called free from pay phones. <br /> <br /> Mr. John Greene, Director or'Public Works, addresses t~e <br />Council and presented a brief summary of the BETZ Report on <br />the Rivanna Reservoir which is the study authorized by the <br />Rivanna Water and Sewer Authority a couple of years ago. He <br />stated that the report concludes that the reservoir is eutrophic <br />and high nutrient and sediment loadings are creating problems <br />with water treatment. The nutrient loading encourages the <br />growth of alga that the limiting factor in the nutrient loading <br />is the phosphorus content the alga growth then depletes the <br />oxygen. The excessive alga growth creates a taste and odor <br />problem, sedimentation of suspended soilage is decreasing the <br />volume of the reservoir and the good news is life of the reservoir <br />for twelve million gallons a day capacity based on present rate <br />of sedimentation is the year 2040. The Council agreed to consider <br />at its next meeting a resolution urging the County tQ adopt <br />landruse controls to limit Phospate pollution of the reservoir. <br /> <br /> On motion by Mr. Gatewood, seconded by Mr. Fife the following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, that there is hereby appropriated, from the <br />unappropriated balance of the General Fund for the fiscal <br />ear 1977-78, to expenditure account 01-2404 the sum of <br />3,~631.00 for the installation and operation of improved street <br />lighting on Charlton Avenue, Lyons Avenue, Park Lane West, <br />Hampton Street, Grove Avenue, Fairway Avenue, Glenn Court, and <br />the side streets adjacent to the downtown Mall. <br /> <br /> The City Manager advised the Council that Louisa County has <br />indicated a willingness to join in the Jefferson Area Board for <br />Aging on an equal basis with the other member jurisdictions. He <br />stated if Council approves this membership, that the Mayor should <br />be authorized to execute an amendment to the Joint Exercise of <br />Power Agreement. Mr. Fife questioned the additional cost to the <br />City by allowing Louisa to become a member. On motion by Mr. Fife, <br />seconded by Mr. Barbour action on this matter was deferred until <br />the next meeting, to determine what the additional cost would <br />be to the City. <br /> <br /> <br />
