<br /> BE IT RESOLVED by the Council of the City of Charlottesville
<br />that the City Manager of the City of Charottesville is authorized, for
<br />and on behalf of the City of Charlottesville, to make application to
<br />the Virginia Department of Highways and Transportation, Commonwealth
<br />of Virginia, for a grant of regional transportation special revenues,
<br />budget item 826th of the 1976 Acts of the General Assembly - Chapter
<br />779, State Aid for Administration, in the amount of $22,000 ($11,000
<br />for the first year, fiscal year commencing July 1, 1976, and $11,000
<br />for the second year, fiscal year commencing JulY 1, 1977) to defray
<br />the administrative expenses Of the City of Charlottesville, and to
<br />accept from the Virginia Department of Highways and Transportation grants
<br />in such amount as may be awarded in accordance with the Virginia
<br />Department of Highways and Transportation CS~maission resolution dated
<br />May 19, 1977; and to authorize the City Manager to furnish to the
<br />Virginia Department of Highways and Transportation such documents and
<br />other information as may be required for processing the grant
<br />application.
<br /> The Council of the City of Charlottesville certifies that the
<br /> funds shall be usad in accordance with the requirements of the
<br /> Appropriation Act of 1976; and the City of Charlottesville will
<br /> provide matching funds in three to one ratio~as required in such
<br /> Act; that the record of receipts and expenditure of funds granted the
<br /> City of Charlottesville as authorized in the Acts of the General
<br /> Assembly (appropriation item 826th - State Aid for Administration)
<br /> (Acts 1976, Chapter 779) may be subject to audit by the Department
<br /> of Highways and Transportation and by the State Auditor of Public
<br /> Accounts; and that funds granted to the City of Charlottesville for
<br /> defraying the expenses of administration of the City of Charlottesville
<br /> shall be used only for such purposes as authorized in the Acts of the
<br /> General Assembly.

<br /> An ordinance entitled "AN ORDINANCE TO AMEND CHAPTER 10 OF THE
<br />
<br /> CODE OF THE CITY OF CHARLOTTESVILLE, 1~76, AS AMENDED, BY ADDING
<br /> THEREIN AN ARTICLE XII, CONTAINING SECTIONS 10-70 THROUGH 10-85,
<br /> LEVING iAND IMPOSING A TAX ON CIGARETTES, PROVIDING FOR THE COLLECTION
<br /> THEREOF AND ESTABLISHING PENALTIES FOR VIOLATIONS," which was offered at
<br /> the meeting of the Council on July 5, 1977, was defeated by the
<br /> following recorded vote. Ayes: None. Noes: Mr. Brunton, Mr.Fife,
<br /> Mr. Gatewodd and Mrs. O'Brien. Abstained: Mr. Brunton.
<br /> The City Manager presented a communication from Dr. Malcolm
<br />
<br /> Tenney, Jr., Acting Director of the Health Department, strongly
<br /> recommending to City Council to consider enacting an ordinance forbidding
<br /> the practice to tattooing in the City of Charlottesville. An
<br /> ordinance entitled "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF
<br /> CHAItLOTTESVILLE, 1976, BY ADDING A SECTION 17-28.1 PROHIBITING THE
<br /> OPERATION OF TATTOO ESTABLISHMENTS AND THE BUSINESS AND PRACTICE
<br /> OF TATTOOING AND PROVIDING FOR A PENALTY FOR VIOLATIONS," was offered
<br /> by Mr. Brunton, seconded by Mr. Gatewood and carried over_to the next
<br /> meeting for consideration.
<br />
<br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION
<br /> 9-1 OF CHAPTER 9 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976,
<br /> RELATING TO LAND DISTURBING ACTIVITIES FOR WHICH EROSION AND SEDIMENT
<br /> CONTROLS ARE REQUIRED," which.was offered at the meeting of the
<br /> Council on July 5, 1977, was adopted by the following recorded vote.
<br /> Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood and Mrs.
<br />
<br />O'Brien. Noes: None.
<br /> Mr. John Greene, Director of Public Works, advised the Council
<br />tkat the difference in the run-off on the property on Wertland
<br />Street which is under consideration for rezoning is so small it is
<br />almost beyond cal~ulation.~However, action on this rezoning was deferred
<br />until the next meeting, since the-applicant had further information
<br />
<br />which he delivered late.
