Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood <br />and Mrs. O'Brien. Noes: None. <br /> <br /> An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION <br />12-1, 12,8, 12-11 AND 29-1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> <br />1976, AS AMENDED; TO AMEND CHAPTERS 12, 24 AND 29 THEREOF BY ADDING SECTIONS <br />12-10.1, 12~10.2, 12-11.1, 24-3.1., 29-5.2 AND 29-7.1; AND TO REPEAL <br />SECTIONS 12-9, 12-10, 24-3, 29-4 AND 29-5 OF SUCH CODE; THE AMENDED ADDED <br />AND REPEALED SECTIONS RELATING VARIOUSLY TO CERTAIN SERVICE CHARGES AND <br />OTHER PROVISIONS IN CONNECTION WITH GAS, WATER AND SEWER ACCOUNTS," <br />which was offered at the meeting of the Council on July 5, 1977, was <br />adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. Fife, <br />Mr. Gatewood and Mrs. O'Brien. Noes: Mr. Barbour. A motion by Mr. <br />Barbour to amend Section 12-10.1 to eliminate the 1% service charge <br />on delinquent bills, died for lack of a second. A motian by Mr. <br /> <br />Fife, seconded by Mr. Gatewood that Section 12-10.1 have the foregoing <br />ordinance be amended by adding subsection (d) to permit level billings~, <br />was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brunton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> On mOtion by Mr. Fife, seconded by Mr. Brunton the Regional <br /> <br />Criminal Justice Plan for the Thomas Jefferson Planning Distmict <br /> <br />Commission was unanimously approved. <br /> <br /> An ordinance entitled "AN ORDINANCE TO RATIFY AND AFFIRM THE <br /> <br />SALE OF CERTAIN WATER AND SEWER FACILITIES," was offered by Mr. <br />Barbour, seconded by Mr. Brunton and carried over to the next meeting <br />for consideration. <br /> <br /> On motion by Mr. Fife, seconded by Mr. Brunton, Mr. Scott Moore <br /> <br />and Mr. Robert Barnett of the University, Mr ..... John Greene and Mr. E. C. <br /> <br />Wade of the City staff were appointed to the Transit Coordinating <br />Committee. <br /> <br /> The City Attorney advised the Council that the State Code provides <br />that the School Buses may be used for certain non-school activities in <br />the summer and off season provided the School Board and the governing <br />body agree. He stated that the Community Developer has proposed to use <br />school buses to transport in what is known as the Youth Enrichment <br />Program. The School Board has indicated approval of this provided the <br />Council agrees. On motion by Mr. Barbour, seconded by Mr. Brunton the <br />Mayor was authorized to execute agreement for the use of this bus. <br /> <br /> A motion by Mr. Bm.unton, seconded by Mr. Fife the Council meet <br /> <br />in executive session to discuss a matter exempted by Section 2.1-344(a)(1) <br />and Section 2.1-344(a)(2) of the Virginia Freedom of Information Act <br />was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. <br />Brun~on, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: None. <br /> <br /> On motion the meeting adjourned. <br /> <br />Clerk <br /> <br /> <br />
