Staff Report re: Housing Policy Rugby Avenue Bike Trail - delayed Resolution re: Appropriation - Rugby Road Side- walk - $9,841 Appropriation re: $2,500 - Historic Landmarks Commission Loan Interest for Scattered Site Housing - appropriation n~t needed Resolution re: Financing Library Improvements program and provide publicity, referral service and official endorsement of a community utility relief program. On motion by Mr. Fife, seconded by Mr. Barbour the staff recommendations were unanimously adopted. On motion by Mr. Brunton, seconded by Mr. Fife, Emergency Services Coordinator was requested to work with the oil companies on the distribution of oil to customers in the County and City and invite the County to join with the City in directing Mrs. Mashaw in formulating a distribution system for all and possibly eliminate s~me of the problems encountered last year. A staff report was presented from Mr."Bob Stripling suggesting possible goals and policies for a Housing Policy for the City. Mr. Fife also presented a draft of a proposed Housing Policy. However, action was deferred until the nexti.meeting to gi~e ~he Council an opportunity to study Mr. Fife's'proposal. The Mayor announced the residents of Rugby Avenue w~shed to present further information concerning the proposed bicycle trail and suggested that action be deferred until the next meeting. On motion by Mr. B~rbour, seconded by Mr. Brunton tie following resolution was offered and carried over to the next meeting for consideration. BE IT RESOLVED by the Council of the City of Clarlottesville that the sum of $9,841.00 representing the balance of rex'enues received from the University of Virginia as a contribution to the cost of Emmet Street sidewalk improvements remaining in ~Capital Projects Account 05-00270 be and the same is hereby transferred and reapp~opriated to General Fund Expenditure Account 01-31020 to be used as he University's contribution to the cost of replacement of the sidewalk nthe west side of RUgby Road between Carr's Hill Road and Bayly Hi 1. The resolution appropriating $2,500 for the Landmar~ was offered at the meeting of the Council on July 18, 19~7, was adopted by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. GatewoOd and Mrs. O'.Brien. Noes: None. Mr. Stripling advised the Council that at Mr. Gatew~od's suggestion the staff had inves~i~g~Mdthe possibility of using Commurity Development Revenue Funds to pay the interest on the loan for the Ho~.sing Authority to purchase the scattered housing sites and that HUD officials had agreed this could be done, therefore no appropriation wo~.ld be mequimed. Mr. Barbour and Mr. Gatewood withdrew thei~ motion made t the July 28, 1977 meeting 'to appropriate these funds.
