Staff Report re: <br />Housing Policy <br /> <br />Rugby Avenue <br />Bike Trail - delayed <br /> <br />Resolution re: <br />Appropriation - <br />Rugby Road Side- <br />walk - $9,841 <br /> <br />Appropriation re: <br />$2,500 - Historic <br />Landmarks Commission <br /> <br />Loan Interest for <br />Scattered Site <br />Housing - appropriation <br />n~t needed <br /> <br />Resolution re: <br />Financing Library <br />Improvements <br /> <br />program and provide publicity, referral service and official endorsement <br />of a community utility relief program. On motion by Mr. Fife, seconded <br />by Mr. Barbour the staff recommendations were unanimously adopted. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Fife, Emergency Services <br />Coordinator was requested to work with the oil companies on the <br />distribution of oil to customers in the County and City and invite the <br />County to join with the City in directing Mrs. Mashaw in formulating a <br />distribution system for all and possibly eliminate s~me of the problems <br />encountered last year. <br /> <br /> A staff report was presented from Mr."Bob Stripling suggesting <br />possible goals and policies for a Housing Policy for the City. Mr. Fife <br />also presented a draft of a proposed Housing Policy. However, action <br />was deferred until the nexti.meeting to gi~e ~he Council an opportunity <br />to study Mr. Fife's'proposal. <br /> <br /> The Mayor announced the residents of Rugby Avenue w~shed to present <br />further information concerning the proposed bicycle trail and suggested <br />that action be deferred until the next meeting. <br /> <br /> On motion by Mr. B~rbour, seconded by Mr. Brunton tie following <br />resolution was offered and carried over to the next meeting for <br />consideration. <br /> <br /> BE IT RESOLVED by the Council of the City of Clarlottesville <br />that the sum of $9,841.00 representing the balance of rex'enues received <br />from the University of Virginia as a contribution to the cost of Emmet <br />Street sidewalk improvements remaining in ~Capital Projects Account <br />05-00270 be and the same is hereby transferred and reapp~opriated to <br />General Fund Expenditure Account 01-31020 to be used as he University's <br />contribution to the cost of replacement of the sidewalk nthe west <br />side of RUgby Road between Carr's Hill Road and Bayly Hi 1. <br /> <br /> The resolution appropriating $2,500 for the Landmar~ <br /> <br />was offered at the meeting of the Council on July 18, 19~7, was adopted <br />by the following recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. <br />Fife, Mr. GatewoOd and Mrs. O'.Brien. Noes: None. <br /> <br /> Mr. Stripling advised the Council that at Mr. Gatew~od's suggestion <br />the staff had inves~i~g~Mdthe possibility of using Commurity Development <br />Revenue Funds to pay the interest on the loan for the Ho~.sing Authority <br />to purchase the scattered housing sites and that HUD officials had <br />agreed this could be done, therefore no appropriation wo~.ld be mequimed. <br />Mr. Barbour and Mr. Gatewood withdrew thei~ motion made t the July 28, <br />1977 meeting 'to appropriate these funds. <br /> <br /> On motion by Mr. Gatewood, seconded by Mr.Brunton tl e f~llowing <br />resolution was unanimously adopted. <br /> <br /> WHEREAS, this Council has recognized for some t <br />need to provide an improved central library facility for <br />Madison Regional Library; and <br /> <br /> WHEREAS, the Regional Library Board has recomme <br />and linkage of the existing central library and the buil~ <br />occupied by the downtown post office as the most economic <br />method~of providing such an improved facility, which recc <br />Council has connurred in by directing the City Manager tc <br />negotiations to acquire the post office building; and <br /> <br />2'69 <br /> <br />.s Commission which <br /> <br />ime the pressing <br />the Jefferson- <br /> <br />nded the renovation <br />ing presently <br />al and desirable <br />mmendation the <br /> participate in <br /> <br /> <br />
