270 <br /> <br />Resolution re: <br />Granting Special <br />Permit for Increased <br />Density - 2104 <br />Jeff. Park Ave. <br /> <br />Authorization for <br />Acting City Manager <br />for Library Funds <br /> <br />Ordinance re: <br />Rezoning property <br />at 1021 Wertland <br />Street <br /> <br /> WHEREAS, the necessity for the Regional Library Board to take <br />quick action on this project to safeguard commitments for private <br />donations, and the difficulty of coordinating funding efforts in a <br />multi-jurisdictional agency have made it advisable for the City to express <br />certain intentions in regard to funding of the City's share of the <br />library project; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville <br />that the Council hereby expresses a commitment to funding its share of <br />the proposed central library project, es~timated to be $900,000.00, as the <br />City's first priority for capital expenditures; and <br /> <br /> BE IT FURTHER RESOLVED that it is the present intention of the <br />Council to finance such project through the issuance of general <br />obligation bonds at an appropriate time and in an amount sufficient <br />to fund the City's share thereof, such precise time and amount to be <br />hereafter established by this Council; and <br /> <br /> BE IT FURTHER RESOLVED that it is the sense of the Council <br />that such bonds may appropriately be issued without resort to a public <br />referendum, to the extent that this can be accomplished without <br />increasing the present level of debt service payments, and in view of <br />the need to protect commitments of private donations to the Regional <br />Library Board; and <br /> <br /> BE IT FURTHER RESOLVED, that the City Manager is authorized <br />to proceed, in conjunction wi~h the County Executive of Albemarle <br />County to acquire the post office building from the federal government; <br />and <br /> <br /> BE IT FURTHER RESOLVED, that the Council hereby agrees to <br />the retention by the Regional Library Board of architectural and <br />engineering services necessary for such project; provided that all <br />aspects of the design, contracting and construction of such project shall <br />be coordinated with the and supervised by the administrative~ <br />engineering and legal staffs of the City and the County of Albemarle; <br />and the City Manager is authorized to made appropriate arrangements <br />with the Regional Library Board for the performance of such functions. <br /> <br />On motion by Mr. Fife, ~seconded by Mr. Gatewood the following <br /> <br />resolution was unanimOusly adopted. <br /> <br /> BE IT RESOLVED by the Council of the City of CharlottesVille <br />that there is hereby granted pursuant to ~31-33 of the Code of <br />Charlottesville a special permit for the use of the property located at <br />2104 Jefferson Park Avenue for construction of apartment units at <br />a density of 31 units per acre, or a maximum of nine units on such <br />property. Such permit shall be subject to the conditions and <br />regulati~ons set forth in the aforesaid §31-33 for such higher ~density <br />development as well as to all general conditions and regulations <br />imposed upon special permits by Chapter 31 of such City Code, including <br />the obtaining by the developers of an approved site plan prior to <br />initiating use of the property for such purposes. <br /> <br />On motion by Mr. Brunton, seconded by Mr. Barbour the Acting City <br /> <br />Manager was authorized to sign an authorization of expenditures of <br /> <br />state and federal aid funds for the fiscal year 1977-78 and also to <br /> <br />investigate the p.ossiblity of put. chasing a projector for the handicapped <br /> <br />to be kept at the library. <br /> <br />The petition to rezone the rear portion of the property located at <br /> <br />1021 Wertland Street from R-2 to R-3 was again discussed, the motion <br /> <br />by Mr. Fife, seconded by Mrs. O'Brien to deny this petition which was <br /> <br />made at the meeting of Council on July 5, 1977, was defeated by <br /> <br />the following recorded va're. Ayes: Mr. Barbour and Mr. Fife. Noes: <br /> <br />Mr~.~B=unton, Mr. Gatewood and Mrs. O'Brien. <br /> <br />An ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br /> <br />DISTRICT MAP INCORPORATED IN SECTION 31-4 OF ARTICLE I OF CHAPTER 31 <br /> <br />OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, BY THE REZONING OF <br /> <br />A PARCEL OF LAND IN THE VICINITY OF. WERTLAND STREET IN THE CITY OF <br /> <br />CHARLOTTESVILLE," was offered by Mr. Gatewood, seconded by Mr. Brunton <br /> <br />and adopted by the following recorded vote. Ayes: Mr. Brunton, Mr. <br />Gatewood and Mrs. O'Brien. Noes: Mr. Barbour and Mr. Fife. <br /> <br /> <br />
