Ordinance re: Ratifying <br />sale~of utility lines <br />to Albemarle County <br /> <br /> An ordinance entitled "AN ORDINANCE TO RATIFY AND AFFIRM THE SALE <br />OF CERTAIN WATER AND SEWER FACILITIES," which was offered at the meeting <br />of the Council on July 18, 1977, was adopted by the following recorded <br />vote. Ayes: Mr. Barbour, Mr. Brunton~ Mr. Fife, Mr. Gatewood and Mrs. <br />O'Brien. Noes: None. <br /> <br />Omd±nance re: P~Qh~biting <br />Tattb~.Ea~abtsihments - <br />Defeated <br /> <br />An ordinance entitled "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF <br /> <br />CHARLOTTESVILLE, 1976, BY ADDING A SECTION 17-28.1 PROHIBITING THE OPERATION <br />OF TATTOO ESTABLISHMENTS AND THE BUSINESS AND PRACTICE OF TATTOOING AND <br />PROVIDING FOR A PENALTY FOR VIOLATIONS," which was offered at the meeting <br />of the Council on July 18, 1977, was defeated by the following recorded <br />vote. Ayes: Mr. Brunton and Mr. Gatewood. Absent: None. <br /> <br /> The minutes of the meetings of July 28th and August 1st were approved <br /> as presented. <br /> <br /> On motion by Mr. Barbour, Dr. William Harris was nominated to fill <br /> the vacancy on the School Board and defeated by the following vote. <br /> Ayes: Mr. Barbour, Noes: None. Abstained: Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. <br /> <br /> On motion by Mr. Fife, Rev. Raymond A. Hailes was appointed to the <br /> School Board from the 4th ward, by the following recorded vote. Ayes: <br /> Mr. Barbour, Mr. Br6nton, Mr. Fife, Mr. Gatewood and Mrs. O'Brien. Noes: <br /> None. <br /> <br /> Suggestions for the formulation of a proposed housing policy as <br />presented by the members of Council were discussed at lenght. It was <br />generally agreed by Council that the proposed policy should contain <br />generally the following components: 1. It is the duty of the City to <br />try to see to the provision of housing; 2. The City should assist in <br />rehabilitating present substandard hQusing; 3. The enforcement of the <br />housing code; 4. The private market; and 5. Protection of neighborhoods. <br />This matter was referred to the staff for drafting of a policy. <br /> <br /> Mrs. Fendall Carter addressed the Council on behalf of the residents <br />of Rugby Avenue and requested that the bicycle lanes not be built on Rugby <br />Avenue as proposed, but that Rugby Avenue be widened as originally <br />proposed eliminating the bicycle lines and parking restrictions from the <br />plan. The City Manager presented a staff report which concluded that the <br /> <br /> <br />
