The <br />report recommended that the project should either be completed as designed <br />or that lines and parking restrictions should be liminated from ~he <br />plan to solve the parking problem. The Mayor stated that she would/. <br />like to see the sidewalk on the South side of Rugby Avenue used as a <br />walk-bikeway. A motiOn by Mr. Barbour, seconded by Mrs. O'Brien that <br />the Council meet on Thursday afternoon on Rugby Avenue to investigate <br />the possibility of using the sidewalks as a walk-bikeway was defeated <br />by the following ~ote. Ayes: Mr. Barbour and Mrs. O'Brien. Noes: <br />Mr. Brunton, Mr. Fife and Mr. Gatewood. A motion, by Mr. Gatewood, <br />seconded by Mr. Brunton that the widening be continued as proposed, but <br />the painted lines and parking restrictions be eliminated from the plan <br />was adopted by the following vote. Ayes: Mr. Barbour, Mr. Brunton, <br />Mr. Fife and Mr. Gatewood. Noes: Mrs, O'Brien. <br /> The Mayor presented proposed budget procedures for the 1978-79 <br /> budget year suggesting that the expenditure-revenue freeze could be <br /> minimized by adopting a policy aimed at decreasing the staff through <br /> attrition. She stated that the staff would be requested to examine <br /> positions as they become vacant to determine if they were necessary <br /> to keep a program functioning and if it is a program of low priority <br /> it could be terminated at that point, but if it is a program of high <br /> priority the vacancy would be filled. The City Manager stated that <br /> the proposal would create morale problems and~coutd have a very <br /> severe effect on productivity since it would leave employees wondering <br /> if their jobs would be effected. He also stated that if the Council <br /> chooses to reduce personnel as a way to balance tha~budget that once <br /> the decision is made' they would be committed to it. After a lengthy <br /> discussion this matter was carried over to a work session to be held <br /> August 29th. <br /> <br /> A communication was presented from the Planning Commission providing <br /> brief comments on the proposed Albemarle County Comprehensive Plan <br /> as adopted by the Planning Commission on August 9th to indicate its <br /> support as well as areas of concern. The comments were divided into <br /> two categories namely: Transportation; Land Use and Environment. <br /> These comments will be discussed further at a work session on August <br /> 22nd at 8:00 p.m. <br /> <br /> A communication was presented from Mr. Richard C. Collins, <br /> <br /> Chairman of the Charlottesville Redevelopment and Housing Authority <br /> concerning Section 312 Rehabilitation Loan Program. He stated <br /> that he feels that the 312 Program could be a very useful program <br /> if the appropriate neighborhood is involved and the City makes the <br /> commitment to the process. He stated that if Council were to <br /> authorize the Authority to proceed with this undertaking it would be <br /> necessary to obtain some planning funds, approximately $25,000 would <br /> be needed to'fulfill the entire objective. The City Manager recommended <br /> that the program not be implemented at this time and no action was <br /> <br />taken. <br /> <br /> <br />
