Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. GatewOod and Mrs. O'Brien. Noes: None. The City Manager advised the Council that the City and County are financing half of the cost of the new wing of the Health Department Building and Hill Burton Funds are being used to finance the balance, but that Hill Burton Funds are received on a reimburseable basis. He stated that the County is performing the fiscal agent function for this project and that funds are needed to pay the contractor until Hill Burton Funds are received. He stated that the County is requesting $30,000 each from the City and County to be repaid when Hill Burton Funds are received for the project and recommended that the Council approve the advance of $30,000 as requested. On motion by'Mr. Fife, seconded by Mr. Brunton the Director of Finance was authorized to advance $30,000 to the County for the Health Department Building. On motion by Mr. Brunton, seconded by Mr. Fife the following resolution was unanimously adopted. BE IT RESOLVED by the Council of the City of Charlottesville that the City of Charlottesville shall enter into Grant Amendment No. 1 to the Grant Agreement for Project No. 8-51-0004-02 with the United States of America Federal Aviation Administration for the purpose of obtaining federal aid in the development of the Charlottesville-Albemarle Airport; and .~ BE IT FURTHER RESOLVED that Cole Hendrix, City Manager, is hereby authorized and directed to execute said Grant Agreement in the required number of copies on behalf of the City of CharlotteSville and J. S. Rush, Jr., Clerk of the Council is hereby autho=ized and directed to affix the corporate seal and to attest said execution; and BE IT FURTHER RESOLVED that the Grant Amendment referred to abo~e is incorated herein by reference and a copy of the same shall be kept on file with the papers of this Council meeting. On motion by Mr. Fife, seconded by Mr. Barbour the following resolution was unanimously adopted. A RESOLUTION appointing viewers to consider a request for the vacation of a portion of unopened Woodland Drive along Parcels 18.1, 19 and 19.1 on City Tax Map 20. WHEREAS, this Council has received a petition requesting vacation of a portion of unopened Woodland Drive along Parcels 18.1 19 and 19.1 on C~ty Tax Map 20; and WHERE~S, it appears to Council that the notices required by ~15.1-364 of the Code of Virginia (1950), as amended, have been duly posted; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that Messrs. J. P. Borden, Mason S. Byrd and H. P. Winn report in writing to C~uncil what inconvenience, if any, would result from such vacation. On motion by Mr. Barbour, seconded by Mr. Fife the following resolution was unanimously adopted. WHEREAS, the Highrise for Elderly and Disabled Adults has duly applied for a permit to conduct bingo parties in compliance with §17-19 of the Code of the City of Charlottesville, 1976, as amended; and WHEREAS, it has been determined that the Highrise for the Elderly and Disabled Adults meets the qualifications as outlined in §17-19; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Charlottesville that a permit be granted to the Highrise for Elderly and Disabled Adults to conduct bingo parties in accordance with all the provisions of §17-19 of the Code of the City of Charlottesville for a period of one year from the date of this resolution; and BE IT FURTHER RESOLVED that the Clerk of the Council be directed to send a copy of this resolution to the Chairperson of the Residence Council for the Highrise for Elderly and Disabled Adults.
