Consideration re: Ordinance Forty Year Lease Consideration re: Ordinance re: Towing and Storage Of il~egially parked Vehicles Consideration re: Ordinance Reduction of Water Consumption Request to reconsider site of Highrise for Elderly On motion by Mr. Barbour, seconded by Mr. Fife the following resolution was unanimously adopted. WHEREAS, the American Business Women's Association has duly applied for a permit to conduct raffles in compliance with ~17-19 of the Code of the City of Charlottesville, 1976, as amended; and WHEREAS, it has been determined that the American Business Women's Association meets the qualifications as outlined in ~17-19; NOW, THEREFORE, BE IT RESOLVED by the Council of the City of CharlottesVille that a permit be granted to the American Business Women's AsSociation to conduct raffles in accordance with all the provisions of ~17-19 of the Code of the City of Charlottesville for a period of one year from the date of this resolution; and BE IT FURTHER RESOLVED that the Clerk of the Council be directed'to send a copy of this resolution to the Chairman of the Ways and Means Committee. A communication was presented from the Planning Commission recommending that the application for a special permit to alter the cross sectional area of Moores Creek at 5th Street, S. W. be granted, for the following reasons. 1. There is adequate access to the site and little adverse impact on residential development in the area; and 2. This is an area of the City with great commercial potential. On motion by Mr. Gatewood, seconded by Mr. Brunton the following resolution was unanimously adopted. BE IT RESOLVED by the Council of the City of Charlottesville that a special permit is hereby granted pursuant to ~31-120 of the City Code for alteration of the cross sectional area of the flood-way of the Moore's Creek on property designated as Parcel 2 on City Tax Map Sheet 21-B located west of Fifth Street, S. W. at the southern corporate limits; Provided, that such alteration shall be made in accordance with the approved site plan, engineering drawings, grading plan and other decomentation submitted by the owners of such property in connection with Special Permit Application No. SP-77-8-9; and Provided further that such special permit shall further be subject ot all general conditions for such permits as set forth in Chapter 31, Article XX of the City Code. An ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR TO SIGN A LEASE FOR A TERM OF FORTY YEARS OF CITY PROPERTY LOCATED AT 838-839 RIDGE STREET," was offered by Mr. Barbour, seconded by Mr. Fife and carried over to the next meeting for consideration. An ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN SECTION 16-43.1(b) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, AS AMENDED, ESTABLISHING THE AUTHORITY OF THE CHIEF OF POLICE TO OBTAIN TOWING AND STORAGE SERVICES FOR ILLEGIALLY PARKED VEHICLES," was offered by Mr. Fife, seconded by Mr. Brunton and carried over to the next meeting for consideration. An ordinance entitled "AN ORDINANCE TO REDUCE WATER CONSUMPTION BY PROHIBITING EXCESSIVE USE OF WATER AND PROVIDING A PENALTY FOR VIOLATIONS," was offered by Mr. Fife, seconded by Mr. Brunton and carried over to the next meeting for consideration.
