Discussion re: Special <br />Assessments <br /> <br /> The:c~ungii'~i~d~:~ed an amendment to the State Law <br />concerning special assessments for local improvements to allow <br />federal and state funds to be used to match the assessments <br />made against the adjoining property owners. There being no <br />objection mmong Council members to the change, the Mayor <br />directed the City Attorney to request the introduction of such <br />bill in the General Assembly. <br /> <br /> On motion the meeting adjourned. <br /> <br />32'5 <br /> <br />Regular meeting <br /> <br />Approval of minutes <br /> <br />Appointments to <br />R. P. <br />Advisory Board <br /> <br />Request: Permit <br />Parking - Edgewood <br />Lane <br /> <br />Communication re: <br />Fidelity American <br />Bank - Traffic <br />Lights at Angus <br />Road and Emmet St. <br /> <br />Clerk ~'~ <br /> <br />President <br /> <br />COUNCIL CHAMBER - MONDAY, FEBRUARY 6, 1978 <br /> <br /> The Council met in regular session on this date with the <br /> following members present: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> Mr. Gatewood and Mrs. O'Brien. Absent: None. <br /> <br /> The minutes of the meetings of January 18th, January 23rd <br /> and January 30, 1978 were approved as amended. <br /> <br /> Mr. Gatewood stated that there were some vacancies on the <br />R. S. V. P. Advisory Board and for terms different than were <br />stated on the list. He presented a list that stated the wishes <br />of the Board which would rearrange some terms of the present <br />members and listing some new ones who have agreed to serve <br />which results in a Board with only two vacancies. On motion by <br />Mr. Gatewood, seconded by Mr. Brunton the following list was <br /> <br />approved. <br /> <br />January 1977 - January 1980 <br /> <br />Jane Saunier <br />Margaret Mary Wallace <br />Thomas McLernon <br /> <br />June 1977 - June 1980 <br /> <br />Mary Reynolds <br />James Cole <br />Vacancy <br /> <br />January 1978 - January 198] <br /> <br />James Peterson <br />Anna Bell Hopkins <br />John Reitz <br /> <br />June 1977 - June 1979 <br /> <br />Herbert McCray <br />Commora Snowden <br />Vacancy <br /> <br /> A communication was presented requesting that a new permit <br />parking zone be established on Edgewood Lane. Mr. E. R. Slaughter <br />a resident of Edgewood Lane stated he was representing other <br />residents of Edgewood Lane in opposition to the petition. Mr. <br />Douglas Frame, President of the congreation of the Unitarian <br />Church also addressed the Council in opposition to the petition. <br />Mrs. Helen Hamilton who initiated the petition addressed the <br />Council in support of the permit parking zone. Mr. Fife suggested <br />that action be postponed on this matter since some of the <br />residents had stated to him that there was no parking problem in <br />the area. The Mayor suggested to Mr. Frame and Mrs. Hamilton that <br />the parties get together and try to work out a satisfactory <br />solution to the problem and report back in thirny days. <br /> <br /> A communication was presented from Fidelity American Bank <br />requesting a commitment from the City on the installation of a <br />traffic light at Angus Road and Emmet Street. The City Manager <br />stated that this is one of the locations recommended to the Stane <br /> <br /> <br />
