Litter Control <br />Resolution <br /> <br />plus others of th~'hi~ission, Edwin E. Gatewood, Lindsey G. <br />Dorrier, John W. Greene and J. Harvey Bailey. He requested the <br />Council to adopt a resolution endorsing the program and also to <br />endorse the steering committee. On motion by Mr. Brunton, <br />seconded by Mr. Eife the following resolution, was unanimously <br />adopted. <br /> <br /> WHEREAS the Charlottesville City Council recognizes the <br />existence of a litter problem within the boundaries of the City <br />of Charlottesville; and <br /> <br /> WHEREAS the Virginia Litter Control Act of 1976 <br />provides, through the Department of Conservation and Economic <br />Development, Division ~of Litter Control for the allocation of <br />public funds in the form of grants for the purpose of promoting <br />enforcement~of_anti-litter statutes and ordinances for the <br />purpose of enhancing local litter control programs; and <br /> <br /> WHEREAS having reviewed and considered the Regulations <br />and the application covering administration and use of said funds <br /> <br />BE IT RESOLVED that the Charlottesville City Council: <br /> <br /> Hereby endorses and supports such a program for the City <br />of Charlottesville; and <br /> <br /> Hereby expresses the intent to combine with the County <br />of Albemarle in a mutually agreed upon and coordinated program, <br />contingent on approval of the Application by the Department of <br />-Conservation and Economic Development, Division of Litter Control <br />and contingent on receipt of funds; and ' <br /> <br /> Hereby authorizes the Charlottesville Al. bemarle Clean <br />Community Commission (CAC3) to plan and budget for a coordinated <br />anti-litter program, which shall represent said program all all <br />localities named in this resolution; and <br /> <br /> Further authorizes the Charlottesville Albemarle Clean <br />Community Commission (CAC3) to apply on behalf of the above <br />named localities for a grant, and to be responsible for the <br />administration, implementation, and completion of the program <br />as it is described in the attached application for LC-G-l; and <br /> <br /> Further accepts responsibility jointly with the <br />Charlottesville Albemarle Clean Community Commission (CAC3) <br />and County of Albemarle for all phases of the program; and <br /> <br /> Further accepts liability for its pro rata share of any <br />funds not property used or accounted for pursuant to the <br />Regulations and the Application; and <br /> <br />* That said funds, when received, will be transferred <br />immediately to the Charlottesville Albemarle Clean Community <br />Commission (CAC3) to be used in said coordinated program to <br />which we give our full s'upport and endorsement. <br /> <br /> Hereby requests the Department of Conservation and <br />Economic Development, Division of Litter Control, to consider <br />and approve the application and program, said program being in <br />accord with Regulations governing use and expenditure of said <br />funds. <br /> <br />On motion by Mr. Brunton, seconded by Mr. Fife the Council <br /> <br />unanimously endorsed the steering committee. <br /> <br />**Supplement to Resolution (Charlottesville Albemarle Clean <br />Community Commission) anti-litter program <br /> <br />Reference to paragraph 11 - The Charlottesville Albemarle <br />Clean Community Commission (CAC3) currently a steering <br />committee composed of the following citizens: <br /> <br />Co-Chairmen <br /> <br />Secretary <br />Treasurer <br /> <br />David M.
