328 <br /> <br />Resolution re: <br />100 Units of Public <br />Housing <br /> <br />Martha Jefferson <br />Impact Study <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Gatewood the Mayor <br />was authorized to execute a grant application to the Department <br />of Conservation and Economic Development, Division of Litter <br />Control for a grant for'the purpose of promoting enforcement of <br /> <br />anti-litter statutes. <br /> A communication was presented from the Housing Authority <br />stating that the Department of Housing and Urban Development <br />had informed the Authority that it will accept an applic,ation <br />to develop additional public housing units in the City of <br />Charlottesville. At its January 3rd meeting the Board <br />directed the staff to apply for contract authority for 100 <br />units and requested that the Council approve the application <br />for~preliminary loan. The City Manager stated that the staff <br />recommended that in view of the amount of public housing in <br />the works at the present~ time it might be well to wait until these <br />projects are farther along. Mr. Rich Collins, Chairman of the <br />Housing Authority addressed Council in support of the request. <br />On motion by Mr. Fife, seconded by Mr. Barbour the following <br />resolution was adopted by the following recorded vote. Ayes: <br />Mr. Barbour, Mr. Brunton, and Mr. Fife. Noes: Mr. Gatewood <br /> <br />and Mrs. O'Brien. <br /> WHEREAS, it is the policy of this locality to eliminate <br />substandard and other inadequate housing, to prevent the spread <br />of slums and blight., and to realize as soon as feasible the goal <br />of a decent home in a suitable living environment for all of its <br />citizens; and <br /> <br /> WHEREAS, under the provisions of the United States <br />Housing Act of.1937, as amended, the United States of <br />America, acting through the Secretary of Housing and Urban <br />Development (herein called the "Government"), is authorized <br />to provide financial assistance to lOcal public housing <br />agencies for undertaking and carrying out preliminary planning <br />of low-rent housing projects that will assist in meeting this <br />goal; and <br /> WHEREAS, the Act provides that there shall be local <br />determination of the need for low-rent housing to meet needs <br />not being.adequately met by private enterprise and that the <br />Governmenn shall not make any contract with a public housing <br />agency for preliminary loans for surveys and planning in <br />respect to any low-rent housing projects unless the governing <br />body of the locality involved has by resolution approved the <br />application of the public housing agency such preliminary loan; and <br /> WHEREAS, the Charlottesville Redevelopment and Housing <br /> Authority (herein called the "Local Authority") is a public <br /> housing agency and is applying to the Government for a preliminary <br /> loan to cover the costs of surveys and planning in connection <br /> with the development of low-rent housing; <br /> <br /> NOW, THEREFORE, be it resolved by the Council of the <br /> City of Charlottesville as follows: <br /> <br /> 1. That there exists in the City of Charlottesville <br /> a need for such loW-rent housing which is not being met <br /> by private enterprise;' <br /> 2. That the application of the Local Authority to the <br /> Government for a preliminary loan in an amount not to exceed <br /> $20,000.00 for surveys and planning in connection with low- <br /> rent housing projects of not to exceed approximately 100 <br /> dwelling units is hereby approved. <br /> On motion by Mr. Fife, seconded by Mr. Barbour the Planning <br /> Commission was directed to take a look at the issues concerning <br /> zoning and the 1990 Land Use Plan in the Martha Jefferson Impact <br /> Study. A motion by Mr. Fife, seconded by Mr. Barbour that the <br /> Capital Improvements such as sidewalks, curbs and gutters in the <br /> Martha Jefferson Impact Study be included in the Capital Improve- <br /> ments Budget, was unanimously adopted. <br /> <br /> <br />
