Presentation re: <br />BETZ Report - <br />Curtis Crawford <br /> <br />Presentation - <br />March of Dimes <br /> <br />Presentation re: <br />State Air Pollution <br />Control Board <br /> <br />Consideration re: <br />Appropriation - <br />General District <br />Court - $2,027 <br /> <br /> offered a motion that Schenk's Branch be completed out of <br /> this years funds, that $151,000 be reinstated to the Schenk's <br /> Branch Project, this motion died for lack of a second. Mr. <br /> Barbour offered a substitute motiOn, seconded by Mrs. O'Brien <br /> that if Community Development Revenue Sharing Funds are <br /> received by the City, at least $200,000, Council will vote <br /> to complete Schenk's Branch next year. The motion was <br /> adopted by the following vote. Ayes: Mr. Barbour, Mr. Brunton, <br /> Mr. Fife and Mrs. O'Brien. Noes: Mr. Gatewood. A motion by <br /> Mr, Fife, seconded by Mr. Gatewood that the allocation of <br /> Community Development RevenUe Sharing for Year IV as set <br /> forth in a resolution adopted February 21, 1978 be affirmed, <br /> was unanimously adopted. <br /> <br /> Council heard complaints from Mr. Curtis Crawford on the <br /> <br /> Betz Report relating to pollution in the South Rivanna. <br /> <br /> Miss Yvonne Smith addressed the Council and requested <br /> <br /> Council to walk, and support the March of Dimes Walkathon on <br /> April 16th. <br /> <br /> Mr. Ward Butler from the State Air Pollution Control <br /> <br /> Board addressed the Council and briefly explained the board's <br /> regulations concerning permits. He stated that there were <br /> no guidelines from the Environmental Protection Agency concerning <br /> the clean air amendments. He stated that there were two <br /> types of permit applications through the State Air Pollution <br /> Control Board, direct source-~and/indirect source. He stated <br /> that the permit procedure through the Air.Pollution Control <br /> Board is as follows: First, the owner wilt submit a permit <br /> application to construct and operate a source of air pollution, <br /> the owner will supply to the board the needed information such <br /> as fuel burning equipment, process emmissions, refuse disposal <br /> and traffic flow. The Board engineers will then analyze this <br /> application and if no problems are found they then proceed to <br /> public hearing. The process time for permit application is <br /> ninety days after completed application is received. After <br /> public hearing the application goes to the Board for approval <br /> or denial and the applicant is notified. Mr. Butler stated he <br /> would like to come back when guidelines are received from EPA. <br /> <br /> Mr. Fife ~displayed a large can of litter he had picked <br /> <br /> up in one of the Municipal Parking Lots and urged e~eryone <br /> <br /> to join in a spring clean up campaign. <br /> <br /> A communication was presented from the Judge of General <br />District Court stating that the Court has been authorized by the <br />State to employ one new full-time deputy and one new half- <br />time deputy in the Clerk's Office and requested an appropriation <br />for furniture and equipment for these employees.. On motion by <br />Mr. Fife, seconded by Mr. Gatewood the followning resolution <br />was offered and carried over to the next meeting for consideration. <br /> <br /> <br />
