' 3Z 8 Mr. John Pazzoli of the Region X Mental Health and Retardati'on Services spoke in behalf of retaining the Social Planners. Mr. Jimmy Miller suggested adding an Economist to the staff of the Community Development Department to envaluate the cost of various programs. Mr. Rich Graves of the Charlottesville Firefighters Association requested that the cost of living increase no be reduced, but maintained at 6%. Col. Carroll Smith requeested that a comparison of salaries in the school system, public sector and city employees be published in the newspaper for information. On motion the meeting adjourned. Absent: None. The minutes of the meetings of March 20th and March 27th were approved as amended. On motion by Mr. Fife the following were reappointed to the Economic Development Commission, by unanimous vote. Sidney Rush Two Years On motion by Mr. Gatewood, Mrs. Florence Lang was reappointed to the Mental Health and Retardation Services Board, by unanimous vote. On mo~ion by Mrs. O'Brien the following appointments were made to the Industrial Development Revenue Bond Authority, by unanimous vote. Edward D. Tayloe William Gitchell William Harris Eric Heiner Jack Chambers Susie Sherwood Charlotte Scott On mogion by Mrs. O'Brien, Mr. Warren Martin was appointed to the Historic Landmarks Commission,. by unanimous vote. A petition was presented from Mrs. Helen E. Hamilton requesting that the block~in which she lives on Edgewood Lane be designated as a permit parking zone. The petition stated that this would only involve three parking spaces in fronn of Mrs. Hamilton's home. The City Manager stated at in order to grant this request the off-street parking ordinance would have to be amended and also some of the administrative require- ments would have to be waived. Mr. Lane Kneedler, Attorney for Mrs. Hamilton, addressed the Council in support of the petition and explained that the parking problems along Edgewood Lane are caused almost exclusively from the daily activities at
