Presentation re: <br />Small Cities/ <br />Neighborhood <br />Strategy Area <br /> <br />Executive Session <br /> <br /> The City Manager made a presentation of the Small Cities/ <br />Neighborhood Strategy Area Program. He stated this was a new <br />HUD program and part of the Community Development Block Grant <br />Program. He explained that the Neighborhood Strategy Area <br />Program is a demonstration effort using a special set aside <br />of Section 8 Substantial Rehabilitation contract authority to <br />provide local governments with a direct control over housing <br />resources. T~e Section 8 Program provides rent subsidy to <br />encourage landlords to rehabilitate rental properties in a <br />designated area. He stated that in order to qualify for the <br />funds communities must prepare a detailed plan for dealing with <br />a specific neighborhood area and the local government must <br />prepare a detailed plan for dealing with a specific neighborhood <br />area and the local government must assess the need for rehabilitation <br />in the area, assess the prospects for accomplishing the <br />rehabilitation, determine the need for other housing resources <br />and plan for their provision. He stated that the local government <br />must develop its own plan for revitalizing the neighborhood <br />with Community Development and other resources over a five year <br />program. To be approvable a proposed NSA must be a residential <br />area where concentrated housing and block grant assisted <br />physical development and public service activities are being, <br />or are to be, carried out in a coordinated manner to serve a <br />common objective or purpose. The area must be of manageable <br />size and condition so that block grant and other resources <br />to be committed to the area can reasonably be expected to meet <br />the physical development and housing needs with in five year <br />period. He recommended that the Start Hill Neighborhood- <br />bounded by West Main Street on the south, Southern Railroad <br />on the west, back property line of properties on Brown Street <br />and Fifth Street on the north, and 'Fourth Street on the east, <br />be designated a target area for a Neighborhood Strategy Area <br />and Small Cities Area. He stated that applications for NSA <br />designation must be submitted to HUD by May 30, 1978. A motion <br />by Mr. Barbour, seconde~ by Mr. 'Gatewood that the Task Force <br />be appointed and application prepared, was unanimously adopted. <br /> <br /> A.motionby~Mr~.-Brunton, seconded by Mr. Fife that Council <br /> <br />meet in executive session to discuss a matter exempted by <br />Section 2.1-344(a)(1) and Section 2.1-344(a)(2) of the Virginia <br />Freedom of Information Act, was adopted by the following <br />recorded vote. Ayes: M_r, Barbour, Mr.Brunton, Mr. Fife, Mr. <br />Gatewood and~Mrs. O'Brien.
