On motion by Mr. <br />Barbour, seconded by Mr. Brunton the following resolution was <br /> <br />unanimously adoPted; <br /> <br /> WHEREAS, by Resolution adopted June 5, 1967 the City <br />Council approvedthe RedevelOpment Plan for the Vinegar Hill <br />Project which provided for the existing~project boundaries; and <br /> WHEREAS, it is now desired to amend the. project <br />boundary in such a manner as to include the entire right-of-way <br />of West Main Street from the East Line of First Street to <br />Preston Avenue intersection as is more specifically set forth <br />in the boundary'description attached hereto and made a part <br />hereof; and <br /> <br /> WHEREAS, in order to amend the boundaries of the <br />Redevelopment Plan and Project it is necessary for City Council <br />to take formal action; and <br /> <br /> WHEREAS, under the provisions of Title I of the Housing <br />Act of 1949, as amended, the Secretary of Housing and Urban <br />Development is authorized to provide financial assistance <br />to Local Public Agencies for undertaking and carrying out <br />Redevelopment projects; and <br /> <br /> WHEREAS,- it is~provided in such Act that contracts <br /> for aid thereunder~ Shall require that the Redevelopment Plan <br /> fOr the respective project area be approved by the governing <br /> body of the locality in which the project is situated and that <br /> such approval include findings by the governing body that: <br /> <br /> 1. The financial aid to be provided in the contract <br /> is necessary to enable the project to be under- <br /> taken in accordance with the Redevelopment Plan; <br /> <br /> 2. The Redevelopment Plan will afford maximum <br /> opportunity, consistent with the sound needs <br /> of the locality as a whole, for the redevelop- <br /> ment of the redevelopment area by private <br /> enterprise; <br /> <br /> 3. The Redevelopment Plan conforms to a general <br /> plan for the development of the locality as <br /> a whOle, and <br /> <br /> 4. The Redevelopment Plan gives due consideration <br /> to the provision of adequate park and recreational <br /> area and facilities, as may be desirable for <br /> neighborhood improvement, with special <br /> cOnSideration for the health, safety, and <br /> welfare of children residing in the general <br /> vicinity of th~ site covered by the Plan; and <br /> <br /> WHEREAS,' the Charlottesville Redevelopment and Housing <br /> Authority (herein called'the "Local Public Agency") has entered <br /> into a loan and grant contract for financial assistance under <br /> such Act with the United States of America, acting by and <br /> through the Secretary of Housing and Urban Development, pursuant <br /> to which Federal funds were provided for the Redevelopment <br /> Project identified as "Vinegar Hill Project, Project No. Va. R-12"', <br /> and encompassing the area described on the attached boundary <br /> description in the City of Charlottesville, State of Virginia <br /> (herein called the "Locality"); and <br /> <br /> WHEREAS, the Local Public Agency obtained the <br /> concurrence of the Secretary of Housing and Urban Development <br /> to commence and prepare with financial assistance, an amend~nent <br /> to the Redevelopment Plan for such project area; and <br /> <br /> <br />
