That the City Manager be authorized and directed to act on behalf of the city, and in conjunction with the Authority, to secure such additional architectural and engineering services as may be necessary to render the designs and specifications previously prepared for such improvements by Lawrence Halprin and Associates ready for bidding, and to secure construction bids for such improvements; E. That the City Manager be further authorized and directed prior to commencement of construction of such improvements, to close such portion of Mai~ Street to motor vehicluar traffic and to take such action as he may deem necessary and proper to accomplish such closing to traffic; and F. Than the City Attorney be authorized and directed ~ ~%ple~i~n of such improvements and when the ereo~ has been ascertained, to prepare an ordinance, and undertake to publish such notices, as may be necessary to complete the imposition of the special assessment hereinabove referred to. The Mayor questioned the lines of responsibility during construction of the mall, between the City Staff and the Housing Authority Staff in administration of the project. The City Manager stated that a memo of understanding will be developed and presented at the next meeting. On motion by Mr. Brunton, Mr~ Larry Shriver, Mr. Don Roebuck and Mr. David Furr were appointed to. the Committee for Employment of the Handicapped. On motion by Mr. Barbour, Miss Delores Dabney was appointed to the Health Services Agency. On motion by Mr. Gatewood, Mrs. O'Brien was appointed to the Watershed Management Plan Committee. On motion by Mr. Fife, M~s.~.:.Poferina Miller was appointed to the Social Development Commission. Mr. James Murray addressed the Council and explained a Health Maintenance Organization Plan which he stated w a health insurance plan that prepays medical services. I~ stated that grants are available from HEW to make a feasibility study of the area and requested Council to endorse the study. However, action on this-matter was deferred until the next meeting. Mrs. Susie Sherwood, President of the League of WOmen Voters, addressed the Council and presented a survey o$ coOperation between Charlottesville and Albemarle County.| The survey describes some of the more important areas of cooperation in detail and gives a complete listing of the significant joint arrangements. She stated that as a result of its study the League concluded that a more formal approach to the cooperative process ought to be instituted and recommended the formation of a joint policy committee to deal with these matters in order to insure continuation of a tren~ that is felt to be beneficial to the citizens of both Charlottesville and Albemarle County. The Council requested the Mayor to meet with the Chairman of the Board of Supervisors to discuss such a committee.
