That the City Manager be authorized and directed <br />to act on behalf of the city, and in conjunction with <br />the Authority, to secure such additional architectural <br />and engineering services as may be necessary to render <br />the designs and specifications previously prepared for <br />such improvements by Lawrence Halprin and Associates <br />ready for bidding, and to secure construction bids for <br />such improvements; <br /> <br /> E. That the City Manager be further authorized and <br /> directed prior to commencement of construction of such <br /> improvements, to close such portion of Mai~ Street <br /> to motor vehicluar traffic and to take such action <br /> as he may deem necessary and proper to accomplish <br /> such closing to traffic; and <br /> <br /> F. Than the City Attorney be authorized and directed <br /> ~ ~%ple~i~n of such improvements and when the <br /> ereo~ has been ascertained, to prepare an <br /> ordinance, and undertake to publish such notices, <br /> as may be necessary to complete the imposition of <br /> the special assessment hereinabove referred to. <br /> <br />The Mayor questioned the lines of responsibility during <br />construction of the mall, between the City Staff and the Housing <br />Authority Staff in administration of the project. The City <br />Manager stated that a memo of understanding will be developed and <br />presented at the next meeting. <br /> <br /> On motion by Mr. Brunton, Mr~ Larry Shriver, Mr. Don <br />Roebuck and Mr. David Furr were appointed to. the Committee for <br />Employment of the Handicapped. <br /> <br /> On motion by Mr. Barbour, Miss Delores Dabney was appointed <br />to the Health Services Agency. <br /> <br /> On motion by Mr. Gatewood, Mrs. O'Brien was appointed to <br /> <br />the Watershed Management Plan Committee. <br /> <br /> On motion by Mr. Fife, M~s.~.:.Poferina Miller was appointed <br />to the Social Development Commission. <br /> <br /> Mr. James Murray addressed the Council and explained a <br /> <br />Health Maintenance Organization Plan which he stated w a <br />health insurance plan that prepays medical services. I~ <br />stated that grants are available from HEW to make a feasibility <br />study of the area and requested Council to endorse the study. <br />However, action on this-matter was deferred until the next <br /> <br />meeting. <br /> <br /> Mrs. Susie Sherwood, President of the League of WOmen <br />Voters, addressed the Council and presented a survey o$ <br />coOperation between Charlottesville and Albemarle County.| The <br />survey describes some of the more important areas of cooperation <br />in detail and gives a complete listing of the significant <br />joint arrangements. She stated that as a result of its study <br />the League concluded that a more formal approach to the <br />cooperative process ought to be instituted and recommended <br />the formation of a joint policy committee to deal with these <br />matters in order to insure continuation of a tren~ that is <br />felt to be beneficial to the citizens of both Charlottesville <br />and Albemarle County. The Council requested the Mayor to meet <br />with the Chairman of the Board of Supervisors to discuss such <br /> <br />a committee. <br /> <br /> <br />
