378 Staff Report re: Mr'. Bob Stripling, Assistant City Manager addressed Tax Exemption for Solar Energy Facilities the Council and briefly explained the statues which allow the City to adopt a tax exemption for Solar Energy facilities. He stated that the statutes-set forth a rather involved procedure to be followed if the City Council were to adopt such an exemptionand outlined the steps which would have to take place for a tax payer to receive such exemption. He stated that the staff, recommends that the matter be tabled until the legislation is clarified. On motion by Mr. Barbour,seconded by Mr. Gatewood the staff recommendation, was unanimously adopted. Staff Report re: Mr. John Greene~, Director of Public Works addressed City-UVA Joint Transit Committee the-Council and presented a report by the~Transit Coordinating Committee which was appointed by Council on July 18, 1977. He stated that .the committee has discussed fully the subject of coordinatiQn of the University and City Transit Systems and has acted to promote coordination in those areas judged both feasible and beneficial such as bus stops, bus shelters, joint map and schedule, reduced fare days of U.VA. students and joint procurement. He stated that no action was taken on two issues; transfers-between the two systems and establishment of a central transfer point. He stated that the committee recommendsthat the City and University continue their efforts. The coordinating committee should continue to meet at intervals to be determined by its members, and the present coordinating committee should be expanded to include representatives from Albemarle County so that formal discussions concerning extension of bus service to the county can b. egin. Bid Opening - The Mayor announced that this was the time and place Telephone Franchise for receiving, opening and considering bids for the proposed telephone franchise, for which advertisements have been published-in.the Daily.Progress, as-provided by law. The sole bid received was that of Central Telephone of Virginia, -operator of the existing telephone system. Such bid was opened and read aloud in full by the Mayor, as follows: May 15, 1978 HOnorable Nancy K. O'Brien Mayor City of Charlottesville Charlottesville, VA 22901 Dear Mayor O'Brien: In compliance with the official advertisement author- ized by the Charlottesville City Council inviting bids for a telephone franchise in the. City, Central Telephone Company of Virginia, the present owner of the telephone system in Charlottesville, tenders the following bid for the franchise as advertised. The Company agrees in consideration of the grant to it of said franchise to be bound thereby.
