378 <br /> <br />Staff Report re: Mr'. Bob Stripling, Assistant City Manager addressed <br />Tax Exemption for <br />Solar Energy Facilities the Council and briefly explained the statues which allow <br /> the City to adopt a tax exemption for Solar Energy facilities. <br /> He stated that the statutes-set forth a rather involved <br /> procedure to be followed if the City Council were to adopt <br /> such an exemptionand outlined the steps which would have to <br /> take place for a tax payer to receive such exemption. He <br /> stated that the staff, recommends that the matter be tabled <br /> until the legislation is clarified. On motion by Mr. <br /> Barbour,seconded by Mr. Gatewood the staff recommendation, <br /> <br /> was unanimously adopted. <br /> <br /> Staff Report re: Mr. John Greene~, Director of Public Works addressed <br /> City-UVA Joint <br /> Transit Committee the-Council and presented a report by the~Transit Coordinating <br /> Committee which was appointed by Council on July 18, 1977. <br /> He stated that .the committee has discussed fully the subject <br /> of coordinatiQn of the University and City Transit Systems <br /> and has acted to promote coordination in those areas judged <br /> both feasible and beneficial such as bus stops, bus shelters, <br /> joint map and schedule, reduced fare days of U.VA. students <br /> and joint procurement. He stated that no action was taken <br /> on two issues; transfers-between the two systems and <br /> establishment of a central transfer point. He stated that the <br /> committee recommendsthat the City and University continue <br /> their efforts. The coordinating committee should continue <br /> to meet at intervals to be determined by its members, and the <br /> present coordinating committee should be expanded to include <br /> representatives from Albemarle County so that formal discussions <br /> concerning extension of bus service to the county can b. egin. <br /> <br /> Bid Opening - The Mayor announced that this was the time and place <br /> Telephone Franchise <br /> for receiving, opening and considering bids for the proposed <br /> telephone franchise, for which advertisements have been <br /> published-in.the Daily.Progress, as-provided by law. <br /> <br /> The sole bid received was that of Central Telephone <br /> <br /> of Virginia, -operator of the existing telephone system. <br /> Such bid was opened and read aloud in full by the Mayor, <br /> <br />as follows: <br /> <br />May 15, 1978 <br /> <br />HOnorable Nancy K. O'Brien <br />Mayor <br />City of Charlottesville <br />Charlottesville, VA 22901 <br /> <br />Dear Mayor O'Brien: <br /> <br /> In compliance with the official advertisement author- <br />ized by the Charlottesville City Council inviting bids <br />for a telephone franchise in the. City, Central Telephone <br />Company of Virginia, the present owner of the telephone <br />system in Charlottesville, tenders the following bid for <br />the franchise as advertised. The Company agrees in <br />consideration of the grant to it of said franchise to be <br />bound thereby. <br /> <br /> <br />
