392 <br /> <br />Staff Report re: Employee <br />Performance Evaluation <br />Project <br /> <br /> Mr. Bob Stripling, Assistant City Manager gave a brief <br />report on a proposed Employee Performance Evaluation Plan. He <br />stated that the City had obtained an Intergovernment Personnel <br />Act Grant to hire the Center of Phychological Service of <br /> <br />Washington, D.C. to assit in devising the new evaluation <br />system. He stated that since true performance evaluation is a <br />relatively new concept for municipal governments, particularly <br />if it is to be used in compensation decisions the City felt <br />a need for some expert assistance in devising the plan. He <br />stated the project is scheduled to beging around July 1st and <br /> <br />Appropriation re: <br />$1,060.50 - Commonwealth's <br />Attorney Office <br /> <br />be concluded by December. <br /> <br /> The resolution appropriating $1,060.50 for the Common- <br />wealth's Attorney Office which was offered at the meeting of the <br />Council on June 5, 1978, was adopted by the following recorded <br />vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, Mr. Gatewood <br /> <br />Appropriation re: <br />$2,500 - Economic <br />Development Group <br /> <br />and Mrs. O'Brien. Noes: None. <br /> <br /> The resolution appropriating $2,500 for expenses of the <br />Economic Development Group which was offered at the meeting <br />of the Council on June 5, 1978, was adopted by the following <br />recorded vote. Ayes: Mr. Barbour, Mr. Brunton, Mr. Fife, <br /> <br />Mr. Gatewood and. Mrs.-O'Brien. Noes: None. <br /> <br />Approval re: Water <br />Shortage Contingency Plan <br /> <br />Resolution re: Approval <br />of 1978-79 Pay Plan <br /> <br />Resolution re: Special <br />Permit for ~igher density <br />for Old Midway School <br />Property <br /> <br /> On motion byMr. Brunton, seconded by Mr. Fife a Water <br />Shortage Contingency Plan for the Charlottesville-Albemarle <br />Urban Water System imposing consumption limits tied to the level <br />of water in area. reserviors was approved. The Council <br />also requested the Rivanna Water and Sewer Authority to devise <br />a conservation plan that would work throughout the year. <br /> <br /> On motion by Mr. Brunton, seconded by Mr. Gatewood the <br />following resOlution was unanimously adopted. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that's document consisting of 12 pages <br />comprising the Employee Classification Pay Plan for the City <br />of Charlottesville to be effective July 1, 1978, assigning <br />salary ranges to-each Class position mn the City service is <br />hereby approved pursuant to §20-27 and 20-28 of the City Code <br />and a copy of the same shall be kept on file with the records <br />of~this meeting. <br /> <br /> A communication was presented from the Planning Commission <br />recommending that an application for a special permit to use <br />the property located at the southeast corner of Ridge Street and <br />West Main Street to. cOnstruct a 109 unit high rise for the <br />elderly be approved for the following reasons: 1. It is <br />in harmony with the 1990 Land Use Plan; 2. It will provide <br />an economic stimulus for the Central City development; 3. <br /> <br /> It will provide much needed housing for the elderly; 4. The <br /> <br /> proposed concept of the high rise is in harmony with the <br /> <br /> surrounding environment and would not have a significant adverse <br /> impact on the surrounding neighborhood; and 5. It is in <br /> harmony with the purposes and intent of the B-4 district. The <br /> Commission also recommended that the following conditions must <br /> be met as part of this approval: 1. Adequate buffering must <br /> <br /> <br />
