Staff Report re: <br />C'S tudy <br /> <br />Energy Use <br /> <br />Staff Report re: Economic <br />Development Group Request <br />for Consultant <br /> <br /> Mr. John Greene, Director of Public Works addressed the <br />Council and presented an Energy Use Study, a project done <br />by the Urban Observatory. He stated that this study is a <br />significant first step toward energy conservation in City <br />owned buildings. He stated that the study period was from <br />1973 to 1977 and although a number of buildings were added <br />the total energy use increased only 8%, while the total <br />cost increased 219%. He stated that the next logical step, <br />in addition to an annual updating of the study, is to <br />conduct a detail study of each building to determine specific <br />energy saving potentials. The help of University faculity <br />and students may be solicited for the site specific studies <br />and University personnel could also provide the help needed <br />to update the use study annually. When the need for <br />construction documents and design is identified and <br />feasible experienced consulting engineers should be used. He <br />recommended that the City solicit help from the University <br />and proceed immediately with the detailed study of the top <br />ten buildings in order to reduce energy consumption as soon <br />as possible and identify the feasibility of mechanical <br />modifications. He stated that a report on the status study <br />could be expected by the first meeting in September. <br /> <br /> Mr. Mitch~Van Yahres, Chairman of the Charlottesville <br /> Development Group addressed the Council. He stated that the <br /> Group has taken on the Vinegar Hill Site as the major <br /> phylical and psychological economic development site. He <br /> requested that $15,000 be allocated as a maximum toward a <br /> consultant to study the question of the feasibility of a <br /> hotel/motel on Vinegar Hill and if the answer to that question <br /> is in the affirmative then have the consultant proceed <br /> with an estimated cost and sources of financing, but ~hould <br /> a hotel not appear feasible then the consultant would suggest <br /> possible alternative uses. He stated that if the report <br /> is negative then the cost would probably be around $7~500 <br /> for the feasibility study. Mrs. O'Brien questioned Mr. <br /> Van Yahres, how the Group is going about selecting a <br /> consultant. Mr. Van Yahres stated that at this point the <br /> staff will make a recommendation to the development group <br /> on which consultant to employ. Mrs. O'Brien stated that she <br /> waa in favor of employing a consultant and getting the job <br /> started, but she feels very strongly this a public/private <br /> enterprise and she was hopeful that there is some interest <br /> in the private sector in putting up matching money in the <br /> future to see the kind of things happen that need to happen <br /> and asked Mr. Van Yahres if his group had had an opportunity <br /> to discuss this type of thing. Mr. Van Yahres stated that <br /> the group has discussed this matter, but the reasons Council <br /> is being asked for the full amount of funding this time is <br /> that the group has not had time to organize a method of <br /> handling this kind of thing and stated that he thinks the <br /> <br /> <br />
