Staff Report re: McGuffey <br />Hill Development Proposal <br /> <br /> proper method wout:d be a non-profit corporation, but the <br /> group has not had time to initiate the formation of such a <br /> corporation. He stated that once the non--profit corporation <br /> is organized then it would be funded from private as well <br /> as public funds. A motion by Mr. Gatewood, seconded by <br /> Mrs. O'Brien that the Council authorize retention of a <br /> consultant for the purposes requested with a limit of $7,500 <br /> for the first phase and maximum of $15,000, was unanimously <br /> adopted. Mr. Buck suggested that the selection of a <br /> consultant be done by a committee composed of two members <br /> of the Charlottesville Development Group, two members of <br /> Council and one person from the staff. The Mayor appointed <br /> Mr. Buck and Mr. Gatewood from the Council, Mr. Van Yahres, <br /> and suggested that Mr. Van Yahres appoint another member of <br /> his group, and'Mr. Stripling, to this committee and requested <br /> that they meet in the next two or three days and try to have <br /> the recommendation for Council by its next me~ting. <br /> <br /> Mr. Bob Stripling, Assistant City Manager, reported that <br />the staff had put together a bid proposal for housing on the <br />McGuffey School Site and at the expiration date received only <br />one proposal. He stated that since that time the staff has <br />been working with Dr. Hurt and members of the McGuffey Hill <br />Community on this proposal. He stated that there have been <br />several suggestions made, there have been some suggestions by <br />both the developer and also citizens at large and people from <br />the McGuffey Hill Community as to changes that need to be <br />made in this proposal to make it acceptable. He requested a <br />decision from Council as to where to continue with the proposal <br />or reject it. The Mayor stated that he was not completely <br />satisfied with the proposal and he is in favor of returning <br />Dr. Hurt's deposit and stop all negotiations at this time. <br />Mrs. O'Brien stated that the Council felt very strongly when <br />it entered into negotiations for the proposals, that while <br />it was not a very necessary thing to do it would be an <br />exciting thing for the downnown area if we were able to do <br />it with a high quality development that showed a great deal <br />of imagination that fits in well with the land s~ape and <br />adjoining properties. She stated that she felt some of <br />these things were lacking in the proposal received and <br />would not want to be a party to living with something that <br />was less than excellent and moved that the proposal be <br />rejected. The motion was seconded by Mr. Buck who stated <br />that although he was in favor of the development of the <br />McGuffey Hill site the proposal does not meet standards set <br />by the City Council when the project was put out for bid. <br /> <br />401 <br /> <br /> <br />
