Report re: MACAA - <br />Utility Relief Program <br /> <br />Appointment re: Planning <br />Commiss ion <br /> <br />Appointments re: Community <br />Attention Home Advisory <br />Board <br /> <br />Appointment re.: Mental <br />Health & Retardation <br />Services Board <br /> <br />Presentation re: C & 0 <br />Station - D.C.I. <br /> <br /> Mr. Ken Ackerman, Executive Director of MACAA, addressed <br />the Council and reported the results of the City.'funded Utility <br />Relief Program for last year. He stated that presently <br />there is a balance of $5,088.35 in the account and requested <br />that Community Action Agency be allowed to continue to use <br />these funds until they are depleted. Mrs. Anna Bell Hopkins, <br />Energy Coordinator, addressed the Council and gave a detailed <br />report on the amounts spents for each type of fuel and the <br />number of families assisted. She also requested that they <br />be allowed to use the balance of funds for the program this <br />year or to build a shed to store firewood. Action on this <br />request was deferred until a later date. <br /> <br /> On motion by Mr. Albro, Mr. Norman Lushbaugh was <br /> appointed to the Planning Commission, by unanimous vote. <br /> On motion by Mrs. O'Brien, Mrs. June O'Mansky and Miss <br /> Sylvia Horwitz were reappointed to the Community Attention <br /> Home Advisory Board, by unanimous vote. <br /> <br /> On motion by Mr. Gatewood, Mr. William Cox Jackson was <br /> appointed to the Mental Health and Retardation Services <br /> Board, by unanimous vote. <br /> <br /> Mr. Bill Downer, President of Downtown Charlottesville, <br /> Inc., addressed the Council and presented a request from <br /> D.C.I. ~that the City Council authorize the City Manager to <br /> file an application with National Endowment for the Arts <br /> to obtain a matching grant for a feasibility study of the <br /> <br /> C & 0 Station and Property. He stated the approximate cost <br /> of the study.would be $8,000.00 of which the Federal <br /> government would fur~ish $4,000.00, the City $2,5000.00 cash <br /> and in kind contributions of $1,500.00. He stated it is <br /> hoped that this study would provide the needed information <br /> to approach other funding sources. He stated the potential <br /> uses for the station are a gallery shop and executive <br /> offices for the Virginia CraftS Council, a City-County Tourist <br /> Information Center,~and the passenger shed is ideally suited <br /> for the relocation of the' City's Farmers Market. Mrs. O'Brien <br /> stated that she hoped the feasibility study would explore <br /> the possibility of private ownership of the station rather <br /> than City ownership. Mr. Downer stated that the feasibility <br /> study would be supervised-by the City Manager and people <br /> from D.C.I. He also stated that D.C.I. was not in a position <br /> to do this project unless the City is willing to join it. <br /> -Mrs. O'Brien stated that she was basically in favor of the <br /> <br /> feasibility study, but would feel more comfortable with the <br /> partnership if the private sector would put up part of the <br /> money and would like to see this project a partnership of <br /> both t~e in kind and the money being ~shared. Mr. Albro <br /> stated'that he was pleased with the initiative of D.C.I. <br /> <br />in ~11 il' <br /> <br /> <br />
